Requested Action
A. MOTION TO APPROVE Agreement between Broward County and the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), in the amount of $100,000, from January 1, 2019, through December 31, 2020, for the purpose of recruiting qualified candidates for specialized training in forensic pathology to increase the number of physicians entering the field. Requesting the Mayor to direct the County Administrator to accept and sign the grant and take all necessary administrative and budgetary actions related to the Agreement, and authorizing the County Administrator to execute all amendments that do not exceed a total agreement amount of $100,000. This Agreement requires no County match. Match is not required but necessary for the completion of the project. Therefore, the non-federal share that has been incorporated in the approved budget is mandatory and subject to audit.

B. MOTION TO ADOPT budget Resolution No. 2018-484 within the Coverdell Grant Fund in the amount of $100,000 for the purpose of recruiting qualified candidates for specialize training in forensic pathology.

Why Action is Necessary
Administrative Code of Broward County, Part V.20.31, Federal and State Grants. “Any contract required to be executed by Broward County in order to receive a grant, shall be submitted to the Board of County Commissioners for approval.”
What Action Accomplishes
This grant will provide funds toward salary for a Resident Medical Examiner (Fellow) to train in forensic pathology during the two year grant period.

Summary Explanation/Background
THE OFFICE OF MEDICAL EXAMINER AND TRAUMA SERVICES RECOMMEND APPROVAL OF THE ABOVE ACTION.

The item supports the Board's Value of "[C]onsistently delivering responsive, efficient, quality services to the public. . ." and attendant goal of ". . . addressing the lines of business and needs of the entire organization" by introducing physicians to the field of forensic pathology. The National Institute of Justice (NIJ), Department of Justice has created this funding opportunity to address an extreme shortage of board-certified forensic pathologists in the United States. The NIJ may elect to provide additional funding in future years to awards made under this solicitation, through supplemental awards. The Office of Medical Examiner and Trauma Services has a physician identified to start on July 1, 2019 through June 30, 2020.

Fiscal Impact
Fiscal Impact/Cost Summary:
While the Department of Justice, National Institute of Justice (DOJ/NIJ) Grant requires no County match, the non-federal share has been incorporated in the approved budget and is subject to audit.  The grant provides $100,000 toward a fellowship and the balance of the project cost ($55,427) will be absorbed within the Office of the Medical Examiner and Trauma Services Fiscal Year 2019 budget.
