THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
This item supports the Broward County Board of County Commissioners' (Board) Value of "[E]nsuring economic opportunities for Broward's diverse population and businesses" and Goal to "[I]ncrease the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs."
On June 6, 2017, (Item No. 44) the Board approved an Agreement between Broward County and Shanghai Zhenhua Heavy Industries Co., Ltd., Inc. d/b/a ZPMC, for three low profile Post Panamax cranes for Port Everglades in the amount of $41,400,000. On November 7, 2017, (Item No. 9) the Board approved a Joint Participation Agreement (JPA) between Broward County and the Florida Department of Transportation (FDOT) (Financial Project No. 433300-1-94-01) for State participation in costs associated with the design, permitting, fabrication/manufacturing, transport/delivery and final commissioning of the three cranes. The original JPA approved a project cost of $12,000,000 and provided grant funds in the amount of $6,000,000 for Fiscal Year 2017/2018, which required matching funds from Broward County in the amount of $6,000,000. Port staff anticipates delivery of the three new cranes in early 2020.
FDOT has approved disbursement of an additional $3,400,000 in Fiscal Year 2018/2019 state funds for the low profile Post Panamax Cranes project through this Supplemental Joint Participation Agreement No. 1 (SJPA), which requires matching funds from Broward County in the amount of $3,400,000. With the execution of this SJPA, total project costs covered by the JPA and SJPA are $18,800,000.
Completion of this project is needed for Port Everglades to more efficiently accommodate the larger Neo Panamax vessels that are already arriving at the port through the Panama Canal and from Europe. The new cranes will have the ability to handle containers stacked eight units high and reach across 22 containers on a ship's deck. By adding the three new gantry cranes, Port Everglades will remain competitive with other ports, and be able to market to ocean carriers on the East-West and North-South trade lanes.
The SJPA is written in the standard FDOT format and has been approved as to form by the County Attorney’s Office. FDOT will execute the SJPA after Board approval.
