MOTION TO ADOPT budget Resolution No. 2018-480 within the Law Enforcement Trust Fund for the Broward Sheriff's Office in the amount of $24,383 for the purpose of providing matching funds for the Victims of Crime Act (VOCA) grant.

Why Action is Necessary
Florida Statutes 932.7055(5)(a) requires that proceeds from the disposition of liens and forfeited property obtained from criminal procedure and corrections be deposited in a special law enforcement trust fund to be used for law enforcement purposes. Recommendation of the Sheriff and Board approval are necessary to appropriate LETF funds.

Summary Explanation/Background
The Broward Sheriff's Office supports this LETF request for matching funds for the BSO Criminal Investigations Division. BSO receives a grant from the Florida Office of the Attorney General in the amount of $75,581. BSO will be providing matching funds in the amount of $24,383. The Victims of Crime Act (VOCA) was enacted in 1984 to provide federal funding to assist state, local, and private non-profit agencies to provide direct services to victims of crime. Services are defined as those efforts that respond to the emotional and physical needs of crime victims, assist victims of crime to stabilize their lives after victimization, assist victims to understand and participate in the criminal justice system, and provide victims of crime with a measure of safety and security.

Funds are available within the Law Enforcement Trust Fund for this action. The current available balance of the LETF, as of October 25, 2018, is $4,153,868 in the Local Account (all of which is unrestricted) and $3,841,350 in the Federal Account (all of which is unrestricted). These actions will utilize $24,383 in unrestricted local funds.
