MOTION TO DIRECT Office of the County Attorney to draft an Ordinance amending various subsections of Chapters 2 and 8 ½ of the Broward County Code of Ordinances to update security regulations and civil citations for violations of the regulations pertaining to Broward County's Fort Lauderdale-Hollywood International Airport and North Perry Airport, and the enforcement thereof.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
 
This action will direct the Office of the County Attorney to draft an Ordinance amending various subsections of Chapters 2 and 8 ½ of the Broward County Code of Ordinances to update the security regulations at Broward County's Fort Lauderdale-Hollywood International Airport (“FLL”), the civil citations for violations of the regulations pertaining to FLL and North Perry Airport (“HWO”), and the enforcement thereof.

Some of the proposed updates will include changing references from “Airport Operations Areas” to “Restricted Areas” to capture all secured areas at FLL and HWO, requiring FLL tenants, lessees, permittees, and all others assigned space at FLL to control access into Restricted Areas from within their assigned space, and to maintain a lock and key program or other security system pursuant to the Airport Security Program or federal security directive(s). Additionally, changes will clarify regulations regarding interference with security devices/personnel, regulations regarding procedures following any change in status to Airport Issued Identification Media, as well as escort procedures. Also, the proposed changes will add regulations pertaining to the new Public Area Business Purpose Media for FLL, clarification of suspension/appeal procedures and update of the penalties for any violations of the security regulations. Updates to the civil citations for violations of the regulations pertaining to FLL and HWO may include consolidating sections of the Broward County Code of Ordinances and adding penalties for third and fourth violations.
