This item supports the County Commission’s VALUE to “Offer sustainable, compatible, innovative housing options for all income-levels, including integrated housing, permanent support housing” and the GOAL to “Promote housing and community redevelopment that integrates energy efficiency, community resilience, and other livability standards and initiatives.”
The State of Florida Division of Emergency Management (DEM) awarded a $194,000 grant to Broward County for the residential mitigation of homes located in the Broward Municipal Services District (BMSD). The homes must be owned by income eligible households, and the funds are used to mitigate the homes against future hurricanes through the installation of new windows and shutters, impact resistant exterior doors, the construction and/or hardening of roofs and other retrofit improvements to harden the home against future storms. The construction of the seven homes is 100% complete. Five homes have received the required wind mitigation reports and two homes will receive the wind mitigation reports by the end of October 2018. The State will conduct its final inspection in November 2018.
The HLMP grant agreement was executed by the County Administrator on August 8, 2017, during the Commission recess and then approved by the Commission on August 22, 2017, Agenda Item 88, Exhibit 31 - HLMP Agreement.
The HLMP grant covers all costs, and no matching funds are required. The HLMP is implemented with the County’s existing Minor Home Repair Program, currently administered by Sagoma Construction Services, Inc., under an agreement with the County.
The start of the residential mitigation work was delayed due to a late return of the signed agreement from the State following Hurricane Irma, and significant shortages of roofing materials and impact doors in early 2018. These issues have since been resolved, and all homes will be inspected by the State of Florida DEM by mid-November 2018.
The Office of the County Attorney has reviewed and approved as to form Modification Number One, which was prepared by the State of Florida DEM. State of Florida DEM will execute Modification Number One after approval of the Board of County Commissioners. |
