MOTION TO ADOPT Resolution No. 2018-491 directing the County Administrator to publish Notice of Public Hearing to be held on Tuesday, December 4, 2018, at 10:00 a.m., in Room 422 of the Governmental Center to consider enactment of a proposed Ordinance, the title of which is as follows:
 
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE BROWARD REGIONAL EMERGENCY MEDICAL SERVICES COUNCIL; AMENDING SECTION 15-74 OF THE BROWARD COUNTY CODE OF ORDINANCES ("CODE"); AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE, AND AN EFFECTIVE DATE.

ACTION:  (T-10:28 AM)  Approved.

Why Action is Necessary
The proposed Ordinance was prepared by the Office of the County Attorney at the direction of the Board of County Commissioners at its meeting of August 22, 2017.
What Action Accomplishes
Amends the Code to implement staff recommendations approved by the Board resulting from mandatory periodic review of all existing Broward County boards, with additional modifications as agreed to by the Broward Regional Emergency Medical Services Council.

Summary Explanation/Background
In 2016, the Board of County Commissioners (the "Board"), through the Intergovernmental Affairs/Boards Section ("IABS"), conducted a review of all existing Broward County boards, authorities, and agencies pursuant to the Sunset Ordinance, Section 1-244, et seq., of the Broward County Code of Ordinances (the process is called "Sunset Review"). Following the Sunset Review, IABS recommended to the Board that the Broward Regional Emergency Medical Services Council ("EMS Council") be retained with changes to its composition.
 
On March 1, June 14, and September 6, 2018, the EMS Council considered IABS's recommendations and requested additional changes to its composition.  At the conclusion of the September 6, 2018, meeting, the EMS Council approved a motion that the total membership of the EMS Council be reduced to 37.
 
The proposed Ordinance incorporates the recommendations of the IABS and the EMS Council.  The public hearing on this item is the last Board action that is required in connection with the most recent Sunset Review process.
