Why Action is Necessary
In accordance with the Broward County Procurement Code, 21.32, Competitive Sealed Proposals, Board approval is required prior to advertisement for competitive sealed proposals that has an anticipated total value of more than $500,000.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise goal of 25% for this project. The OESBD determined that this project is not subject to the Broward County Workforce Investment Program (Exhibit 2).

The purpose of this solicitation is to engage a qualified firm to provide professional engineering design and services during construction for a new sanitary sewer collection system for Utility Analysis Zone 236 located in the City of Pompano Beach, Florida. The improvement includes 7,000 feet of gravity sewer and force main, one pump station, maintenance access structures, service laterals and cleanouts, and restoration of pavement and other features to provide new sewer service to approximately 50 parcels.

The RFP procurement method was selected for this project to best serve the County by providing predefined evaluation criteria for ranking of firms based on the required specialized technical expertise. The Consultants' Competitive Negotiation Act requirements apply to this procurement, as the vendors' qualifications are of primary importance in evaluating vendor submittals rather than price.
