Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION. 

This action approves a Request for Proposals ("RFP") solicitation to engage the services of a qualified and experienced firm to administer and manage all parking functions at FLL.

The Office of Economic and Small Business Development established an Airport Concession Disadvantaged Business Enterprise participation goal of 24% for this project (Exhibit 2).

On June 12, 2018, (Item No. 71, Motion A), the Board approved a waiver of Section 26.5 and Section 26.6 of Chapter 26 to allow for the inclusion of the protest and appeals process under Chapter 21, Operational Policy, Procurement Code, Sections 21.118 through 21.122 of the Procurement Code, in this proposed RFP solicitation. The waiver will make the protest resolution and appeals process more efficient and consistent with current County policies.

The purpose of this solicitation is to engage the services of a qualified firm to manage all public and employee parking facilities at FLL, including all self-parking and valet-parking services, in an efficient and cost-effective manner. The final terms and conditions for the management of FLL's parking facilities will be negotiated as part of the final agreement.

The RFP procurement method was selected to incorporate and encompass a number of evaluation criteria other than price alone. This RFP process will consist of an initial evaluation to determine whether or not a proposer is responsive and responsible to the requirements of the RFP. All proposers, as part of their submittal, must provide a price for their services at the time of their RFP submittal.
