THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated the project as a reserve opportunity for Small Business Enterprise (SBE) firms. The Player's Connection of Florida, LLC is a certified SBE firm, which has been reviewed and approved by the OESBD (Exhibit 2).
The purpose of this contract is to provide uniforms for several Broward County agencies under a single open-end contract.
The Director of Purchasing has determined the apparent low bidder, DMR Creative Marketing, LLC, to be non-responsive; the bidder was non-compliant with the SBE requirements of the bid.
The amounts referenced in this agenda have been rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award (Exhibit 1).
The Parks and Recreation Division reviewed the bid submitted by the low responsive, responsible bidder, The Player's Connection of Florida, LLC, and concurs with the recommendation for award (Exhibit 3). Two vendor performance evaluations were completed for The Player's Connection of Florida, LLC; they have an overall rating of 4.39 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.
The Purchasing Division has researched the prices submitted by the recommended bidder, The Player's Connection of Florida, LLC, and determined that the prices are fair and reasonable in comparison to the current Broward County contract (Exhibit 4).
Incumbent: Global Trading, Inc., Contract No. R1298112B1, Uniforms. Contract Term: June 23, 2015 through September 22, 2018, expenditures were $376,808. Interim contract to Global Trading, Inc., Contract No. R1298112X1, Uniforms. Contract Term: October 09, 2018 through November 22, 2018. Expenditures-to-date: $0.
The bid posted on July 12, 2018 and opened on July 27, 2018 with three responses received inclusive of one partial bid, and no declinations.
There was no protest or appeal filed regarding this procurement.
