MOTION TO APPROVE Fourth Amendment to Work Authorization No. HS0760 in accordance with the Agreement between Broward County and Hazen and Sawyer, P. C., for General Consultant Services for Water and Wastewater Services, Request for Letter of Interest RLI No. 20060911-0-EED-1, to provide for additional engineering services during construction for the replacement of Generator No. 4 at the North Regional Wastewater Treatment Plant, in the amount of $46,335 for a revised total maximum not-to-exceed amount of $562,683 and an increase in time for performance of 365 days, for a total time for performance of 2,509 days; and authorize the Mayor and Clerk to execute the same. (Commission District 4)

Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal for this Agreement of 20%. A CBE participation goal of 22% was established for this Work Authorization. As of September 25, 2018, Hazen and Sawyer, P.C. has been paid $9,472,625 with $1,771,332 paid to CBE firms, yielding 18.7% participation. Hazen and Sawyer, P.C. maintains that they will achieve their original goal of 20% CBE participation with the additional services contained in this Agreement.

On June 24, 2008 (Item No. 28), the Board of County Commissioners approved the Agreement between Broward County and Hazen and Sawyer, P.C., for General Consultant Services for Water and Wastewater Services, Request for Letter of Interest RLI No. 20060911-0-EED-1, for services associated with the overall management, planning, design, procurement, construction and operation of storm water, water and wastewater facilities and infrastructure owned and operated by the County for a total not-to-exceed amount of $3,000,000 per year for two years from the date of the executed agreement, with three one-year extensions.  Based on these extensions, the contract expiration date for the execution of new work authorizations was June 24, 2013.

On February 28, 2012, Work Authorization HS0760 was issued to provide engineering design and services during construction for the replacement of Generator No. 4 at the North Regional Wastewater Treatment Plant. The parties entered subsequent amendments which extended the current termination date to January 11, 2018. Due to the complexity involved with permitting and coordination of numerous simultaneous improvements at the North Regional Wastewater Treatment Plant, more time is needed to complete the construction phase of the Generator No. 4 project. The proposed Fourth Amendment will extend the termination date an additional 365 calendar days to January 11, 2019 and increase the work authorization price by the amount of $46,335.

A Sunshine meeting was held to negotiate the Amendment on April 11, 2018 for additional engineering services during construction at the North Regional Wastewater Treatment Plant. This meeting was attended by representatives of Hazen and Sawyer, P.C. and Broward County Water and Wastewater Engineering Division staff.
