MOTION TO DIRECT Office of the County Attorney to draft an Ordinance amending various sections of the Broward County Code of Ordinances relating to the transferring of the Medical Transport Services program from the Office of Medical Examiner and Trauma Services to the Environmental and Consumer Protection Division (ECPD); introducing an enforcement mechanism for the Medical Transport Services program; and simplifying the medical transport licensing processes.

Why Action is Necessary
Board action is required to direct the Office of the County Attorney to draft an Ordinance amending the Broward County Code of Ordinances.
What Action Accomplishes
Permits the Office of the County Attorney to draft a proposed Ordinance amending various sections of the Broward County Code of Ordinances to reflect that the licensing and enforcement of Medical Transportation is now regulated by the ECPD; introducing an enforcement mechanism for the Medical Transport Services program; and simplifying the medical transport licensing processes.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of Consistently delivering responsive, efficient, quality services to the public and internal customers and Goal 4: Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality.

Approval of this item allows the Office of the County Attorney to draft a proposed ordinance formalizing the organizational change moving the Medical Transport Services program from the Office of Medical Examiner and Trauma Services to the ECPD.

Proposed amendments to accomplish this organizational change include amending portions of Chapter 3½ and 22½ of the Broward County Code of Ordinances and Chapters 8½ and 33 of the Broward County Administrative Code, creating an enforcement program, and simplifying the medical transport vehicle process, including eliminating the requirement for license approvals to be made at the Board level.
