A. MOTION TO APPROVE Agreement between the Children’s Services Council of Broward County (“CSCBC”) and Broward County (“County”) for the County’s SWIM Central Program, to provide funding to the County in the amount of $702,960 for reimbursements to contracting agencies for water-safety education and instruction for children countywide, from October 1, 2018, to September 30, 2019; authorize the Mayor and Clerk to execute same; authorize the County Administrator to approve any necessary non-monetary amendments; and authorize the County Administrator to execute amendments to renew this Agreement for three additional one-year terms at CSCBC’s option. (Requires a $559,960 County cash match for Fiscal Year 2019.)

B. MOTION TO ADOPT budget Resolution No. 2018-436 within the General Fund for the Parks and Recreation Division to appropriate revenue in the amount of $702,960 for the programming support of the County’s SWIM Central Program.

Summary Explanation/Background
PARKS AND RECREATION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

Broward County has been receiving matching grant funds from the Children’s Services Council of Broward County (“CSCBC”) since 2002 for the County’s SWIM Central Program, operated by the Broward County Parks and Recreation Division, for water-safety education and instruction for Broward County children on a reimbursement basis with contracting agencies. In Fiscal Year 2018, the County received total funding in the amount of $700,000 from the CSCBC, requiring a $535,610 County cash match.

For Fiscal Year 2019, the CSCBC accepted its staff’s recommendations of May 17 and August 16, 2018, to appropriate $702,960 for the County’s SWIM Central Program for the period of October 1, 2018, through September 30, 2019. The CSCBC will have the option to renew this Agreement for three additional one-year terms by written amendment(s) executed by the CSCBC and the County Administrator.

The services to be provided by the County’s SWIM Central Program, through Broward County Parks and Recreation Division, are specified in Exhibit A - Scope of Work of the Agreement. It is estimated that this funding, along with the County match of $559,960 for Fiscal Year 2019, will provide water-safety education and instruction to approximately 24,774 children residing in Broward County.

The Agreement is in the CSCBC’s format, and it incorporates certain recommended changes requested by the County. The CSCBC is providing funding to the County and has requested the County execute the Agreement first.

The Budget Resolution and Agreement (Exhibits 2 and 3) will be submitted as Additional Material.

Fiscal Impact/Cost Summary:
The Fiscal Year 2019 budget includes $559,960 County cash match, and $200,000 contribution from Broward County School Board for transportation. All funds for the program will be budgeted in the General Fund for the Parks and Recreation Division.
