THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) designated the project as a reserve opportunity for County Business Enterprises (CBE) firms. The Tools Man, Inc. is a certified CBE firm, which has been reviewed and approved by the OESBD (Exhibit 2).
The purpose of this contract is to obtain standard and wireless water meters and water meter repair parts to administer accurate meter readings, meter repairs, monthly utility billings, and revenue collection functions for Broward County Water and Wastewater Services (WWS). WWS is responsible for providing retail/regional water and wastewater services as well as maintaining/repairing all water and wastewater infrastructure, including standard and wireless water meters and related 3G mobile water meter reading technology.
The Director of Purchasing has determined the apparent low bidder for Group 1, Empire Pipe Orlando, LLC, and apparent second low bidder, Ferguson Enterprises, Inc. to be non-responsive; the bidders did not bid on all line items of the Group, as the specified basis of award and required in the bid comments section of the solicitation. The low responsive, responsible bidder for Group 1, The Tools Man, Inc., did bid on all items of Group 1.
The Specifications and Requirements of the solicitation specified in Section 2.4 that for Group 2, bidders shall provide references demonstrating bidder’s performance providing wireless meters for a minimum of three years’ experience in selling, deploying, distributing and providing warranty repair services. The Director of Purchasing has determined that Group 2 will not be subject to the CBE Reserve preference, as the single CBE bidder for Group 2, The Tools Man, Inc., could not provide proof of meeting this section of the Specifications and Requirements. The low bidder for Group 2, Empire Pipe Orlando, LLC, did provide proof of meeting this requirement.
Water and Wastewater Services has reviewed the bids submitted by The Tools Man, Inc. and Empire Pipe Orlando, LLC, and concurs with the recommendation for award (Exhibit 3). Fourteen vendor performance evaluations have been completed for The Tools Man, Inc.; they have an overall rating of 4.14 out of a possible rating of 5.0. Copies of the vendor performance evaluations are available upon request. No vendor performance evaluations have been completed for Empire Pipe Orlando, LLC.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
Incumbent: The Tools Man, Inc.; Contract Number and Title: Y1329205B1, Water Meters; Contract Term: June 11, 2015 through September 8, 2018. Expenditures to date: $651,819.
The bid validity for this project expired on August 11, 2018. The Tools Man, Inc. and Empire Pipe Orlando, LLC have agreed to extend their bids validity through September 30, 2018 for Bid No. OPN2116366B1.
There was no protest or appeal filed regarding this procurement.
