Motions A. and B. In accordance with Section 21.4 of the Procurement Code, contracts for supplies or services may not be entered into for more than five years without express consent of the Board.

Summary Explanation/Background
THE PURCHASING DIVISION, THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

To prepare for calendar year 2019, staff seeks Board approval to extend for one year the current agreements approved by the Board on February 25, 2014 (Item No. 24 and Item No. 26) for voluntary employee-paid Long Term Disability Insurance, and County and voluntary employee-paid Term Life and Accidental Death and Dismemberment Insurance (County paid portion - $25,000 provided to all benefit-eligible employees), and Hazardous Occupation and Felonious Assault Coverage as required by the applicable Collective Bargaining Agreements (County paid). These extensions are with no change in plan design or premium rates. No renewals remain for the existing five-year contracts.

This one-year extension request is based on the additional time needed to address issues in the Request for Proposals for benefit plan solicitations. The current vendors (Standard Insurance Company and Minnesota Life Insurance Company respectively) have both agreed to these extensions with no change in plan design or premium rates.

Exhibit 1 provides a description of each product, the current carrier, contract value, participation rates and other background information.

Fiscal Impact
Fiscal Impact/Cost Summary:
There is no fiscal impact for voluntary employee paid Long Term Disability Insurance or employee paid Term Life and Accidental Death Insurance insurance. Premiums for these voluntary insurance products are paid in entirety by members who choose to participate in these benefits.

The funding source for the County-paid $25,000 Term Life and Accidental Death and Dismemberment Insurance: Annual cost, based on current enrollment, is $504,550.00 and is paid through Fund No. 5050-023-8221-4518.

The funding source for the County-paid Hazardous Occupation and Felonious Assault Coverage: Annual Cost of $980 is paid through Fund No. 5050-023-8220-3400.
