MOTION TO APPROVE First Amendment to the Agreement between Broward County and South Florida Community Care Network, LLC, D/B/A Community Care Plan (CCP) for the provision of Administrative Management Services for Self-Insured Group Health and Pharmacy Insurance Coverage and Benefits for Broward County employees, retirees, COBRA participants, survivors and their eligible dependents adding a High Deductible Health Plan under Community Care Plan Narrow Network for calendar year 2019, and providing a new funding structure for pharmacy fees and costs; and authorize the Mayor and Clerk to execute same. The contract period for the renewal will be effective January 1, 2019 for a one-year term, subject to two remaining one-year renewals.

VOTE:  8-0.  Commissioner Sharief abstained from voting and was out of the room during the vote. 
Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.31.b.2, Board approval is required for professional services agreements greater than $100,000 per annum or $200,000 for multi-year contracts; and Board approval is necessary to select and implement the County’s insurance plans.

Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

To prepare for open enrollment for calendar year 2019, currently scheduled to begin on October 15, 2018, this item seeks the Board’s approval of the First Amendment of the Agreement for Administrative Management Services with Community Care Plan for continuation of the administration of the Narrow Network health and pharmacy plan.

For Plan Year 2018, the County contracted with Community Care Plan to offer a health plan with a narrow network limited to physicians, facilities and hospitals in the Memorial Healthcare System, North Broward Hospital District, Holy Cross Hospital and Cleveland Clinic Florida – Weston. The plan design was based on the County's Consumer Driven High plan under UnitedHealthcare, but offered at the lower Consumer Driven Low plan rate. The Consumer Driven Low plan was eliminated for 2018. Currently, there are 30 employees enrolled in the Community Care CDH Select Network (Narrow Network) plan.

As discussed at the Budget Workshop on May 15, 2018, Community Care Plan, in its renewal proposal, has agreed to offer a plan matching the County's High Deductible Health Plan - Base Plan with a County-funded Health Savings Account. The HDHP Select Network (Narrow Network) Plan will include Community Care Plan's incentivized CareGuardian program for asthma/COPD, diabetes/pre-diabetes, hypertension and high risk pregnancy. In addition, the Amendment provides a new funding structure for pharmacy due to CCP contracting with a new pharmacy benefit manager. CCP has guaranteed the new fee structure will produce a better net drug cost than the current funding structure or they will pay the difference.

In addition to education during the open enrollment period, in an attempt to ensure that employees who select this new plan have a full understanding of the Narrow Network, staff will meet with these employees after open enrollment closes. These employees will be allowed to change plans prior to January 1, 2019, if they determine the Community Care Plan CDH Select Network or HDHP Select Network (Narrow Network) plan is not the right plan for their health care needs.

Two negotiations meetings were held: August 30 and September 4, 2018. The meetings were attended by representatives from Community Care Plan, Broward County’s Benefits Consultants - USI, the Human Resources Division, the Purchasing Division, and the County Attorney’s Office.

The First Amendment to the Agreement is being finalized by the Office of the County Attorney. Once finalized and signed by the vendor, the First Amendment will be provided as additional material prior to Board action on the item.
