Requested Action
A. MOTION TO APPROVE grant agreement in the amount of $10,000 from the American Society for the Prevention of Cruelty to Animals (“ASPCA”), to the County on behalf of the Animal Care and Adoption Division of the Environmental Protection and Growth Management Department, for the purpose of defraying the costs related to the continued implementation of the Dogs Playing For Life play-group enrichment program, in support of lifesaving efforts by the Division.

B. MOTION TO APPROVE delegation for signature of the grant agreement, and any potential amendments to the grant agreement which do not increase the total funding amount above $10,000, to the Animal Care and Adoption Division Director or designee.

C. MOTION TO ADOPT budget Resolution No. 2018-427 within the ASPCA Grant Fund in the amount of $10,000 for the purpose of promoting lifesaving efforts at the shelter.

The Board of County Commissioners must approve grant agreements. Unanticipated revenues require Board action by Resolution to accept and allocate.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ANIMAL CARE AND ADOPTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The County, on behalf of the Animal Care and Adoption Division, has been awarded a grant from the American Society for the Prevention of Cruelty to Animals, (“ASPCA”), a 501(c)3 not-for-profit organization located in New York City, New York, in the amount of $10,000 to cover the costs related to the implementation and continuation of the Dogs Playing For Life play-group enrichment program, and in furtherance of promoting lifesaving programs and partnerships that reduce the number of animals euthanized. This is the first grant award of its kind received from the ASPCA. Venue and applicable laws are in the New York jurisdiction due to ASPCA’s incorporation.

The County Attorney’s Office and the Grants Office have reviewed and approved the Grant Agreement as to form.
