MOTION TO APPROVE Letter of Commitment between Broward County Animal Care and Adoption Division and Best Friends Animal Society, a 501(c)3 non-profit organization located in Kanab, Utah, formalizing an understanding to conduct a programmatic assessment of the animal shelter and/or animal care field operations, at no cost to the County.

Summary Explanation/Background
Best Friends Animal Society ("BFAS") is a non-profit 501(c)3 organization located in Kanab, Utah, whose mission is to bring about a time when there are no more homeless pets. BFAS, in accordance with its mission, has offered to conduct a programmatic assessment of the Broward County Animal Care and Adoption Shelter, and/or the shelter's field operations. The assessment would be at no cost to the County and serve to support the Animal Care and Adoption Division's ("Division's") lifesaving programs and partnerships to reduce the number of animals euthanized.

BFAS has requested the County execute a Letter of Commitment in order to formalize the expectations and responsibilities of both parties in relation to the programmatic assessment. The parties agree that the Division will provide statistics and information as requested, provide meeting spaces, allow BFAS to observe staff in a working environment, and provide for follow-up discussions and feedback. The parties also agree that BFAS will provide the on-site assessment, conduct a summary meeting, provide a report of the findings and recommendations, and provide ongoing coaching and counseling to the Division, in order to ensure success. 

There will be no cost to the County for these services.

The County Attorney's Office has reviewed and approved the Letter of Commitment as to form.
