THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board's Value of "[C]ooperatively delivering an efficient and accessible regional intermodal transportation network".
Pursuant to Chapter 427, Florida Statutes, the Board of County Commissioners (Board) was originally designated the Community Transportation Coordinator (CTC) for the Broward County service area in August 1990. On May 2, 2017 (Item No. 11), the Board reaffirmed its intent to remain the CTC for the five-year period of July 1, 2017 to June 30, 2022. The Board, in its role as the CTC for Broward County, serves the needs of transportation disadvantaged (TD) persons through the Transit Division and receives annual grant funding from the Florida Commission for the Transportation Disadvantaged (FCTD) for the provision of TD trips.
The Broward MPO is the Commission’s approved Designated Official Planning Agency for its respective service area. Broward County as the CTC, has not received past funding to administer the Local Planning Administrative Support Grant as the grant funding went directly to the MPO to manage Broward’s Local Coordinating Board. This is a one-year change in the FCTD funding process for State Fiscal Year 2019 (July 1, 2018 - June 30, 2019). Through the Agreement (Exhibit 1) with the Broward MPO, the County will pass through $59,893 in FCTD grant funding. The Agreement was prepared by the Office of the County Attorney and is scheduled for approval/execution at the Broward MPO's September 13, 2018 meeting.
Upon approval of this item by the Board, BCT will forward the completed Local Program Administrative Support Grant Program application (Exhibit 2) to the FCTD. Subsequently, the FCTD will send the grant agreement to Broward County for signature. Upon receipt of the signed grant agreement from the County, the FCTD will execute the grant agreement and return a fully-executed copy to BCT.
Additionally, this action recognizes an additional $192,664 in FCTD State Fiscal Year 2019 Trip & Equipment Grant funding and authorizes the additional 10% County match of the total grant amount. As background, at its June 5, 2018 meeting, (Item No. 19), the Board approved the State Fiscal Year 2019 Trip & Equipment Grant Application and authorized the County Administrator to execute the Application and Agreement with the Florida Commission for the Transportation Disadvantaged (FCTD) in the total grant amount of $4,709,688 which included State funding to the County of $4,237,931; authorized County Matching funds (10%) in the amount of $470,881 cash and $88 In-Kind; and authorized the County Administrator to take any necessary administrative or budgetary actions to implement the Agreement. The grant agreement was increased by $192,664, for a new total of $4,922,883, which includes State Funding to the County of $4,430,595 and requires a 10% County cash match of $492,288. |
