THE HUMAN SERVICES DEPARTMENT, COMMUNITY PARTNERSHIPS DIVISION AND THE PUBLIC WORKS DEPARTMENT, FACILITIES MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This recommendation supports the Commission's Value of "[A]pproaching human services collaboratively and compassionately, with special emphasis on the most vulnerable," and Goal to “[E]ffectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” The Boys & Girls Clubs of Broward County, Inc. (BGC), provides program services for youth in support of their social, emotional and physical development.
Retroactive approval is requested as the new Agreement was finalized August 28, 2018. Due to the expiring twenty-five year BCG agreements, there were considerable revisions and negotiations of the new terms and conditions.
To date, the County has three agreements with the BGC to provide program services at the following facilities: Carver Ranches Facility, Reitman Facility, and Lauderhill Facility. The Reitman Facility agreement expired on August 16, 2018, and the Carver Ranches Facility agreement expires on October 11, 2018. The Lauderhill Facility agreement expires May 31, 2086 (Exhibit 4).
The terms and conditions of the Reitman and Carver Ranches Facilities are now incorporated under one new Agreement to align with the County's Fiscal Year (Exhibit 2). The term of the Agreement begins on August 17, 2018, with respect to the Reitman Facility, and on October 1, 2018, for the Carver Ranches Facility. The Agreement also contains two five-year optional renewal periods (Exhibit 3). Program Services include a range of recreational, cultural, and social programs that help youth develop to their full potential and grow into healthy, educated, responsible, and productive adults. Capital funding supports maintenance and repairs of the County-owned facilities.
Historically, BGC program services were funded by the Broward County Pay Telephone Commissions Trust Fund (Trust Fund). However, on December 14, 2010 (Item No. 39), the Board approved supplemental funding for the BGC to offset the reduction in the Trust Fund revenues. The Capital Program (maintenance and repairs) of the two facilities is funded through the Broward County Capital Outlay funds.
In the past, BGC was not required to report outcomes. However, BGC provided data to the County on services provided and populations served (Exhibit 4). The new Agreement for the Reitman and Carver Ranches Facilities has three outcomes: 1) Club Members participate in the community in a manner that positively impacts the community; 2) Club Members remain safe while attending activities; and 3) Club Members improve social and emotional functioning.
The Agreement has been reviewed and approved by County Administration, Risk Management Division, and Real Property Section. The County Attorney’s Office reviewed and approved the document as to form. |
