Requested Action

MOTION TO ADOPT Resolution No. 2018-420 approving a Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 443868-1-94-01 to fund the Phase II - HWO Security Enhancements Access Control & CCTV at North Perry Airport; authorizing execution of same; authorizing the County Administrator to take the necessary administrative and budgetary actions and approve any nonmonetary amendments; and providing for an effective date. This Public Transportation Grant Agreement requires the County to match a minimum of $35,200, which is budgeted for in the Aviation Department's Capital Fund. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This action is to approve an FDOT Public Transportation Grant Agreement ("PTGA") to provide grant funding in the amount of $140,800, which represents FDOT's share of 80% participation, to assist in the Phase II-HWO Security Enhancements Access Control & CCTV at Broward County's North Perry Airport ("HWO"), with the County funding a match of $35,200.

This project enhances the security system at HWO connecting an all-encompassing wired and wireless access control system and video management system that will integrate alarm monitoring. The systems shall function as a one-stop gateway for all of HWO's access control needs. The scope includes fiber optics, installation of CCTV cameras, and access control equipment at gates. This work is focused on improving and securing the vehicular and pedestrian gate entrances to HWO. The system shall allow maximum versatility for tailoring a secure and dependable interface, which integrates video surveillance access control, fire alarm, perimeter detection, radar and other airport operational systems. This project has been separated into phases due to available funds and future procurement of funding. Phase II will extend conduit in various areas of the airport and install CCTV cameras and access control equipment. 
 
The PTGA was reviewed by the Office of the County Attorney. The PTGA does not include the County's standard Agreement provisions, as FDOT requires the County to use its Agreement.
