MOTION TO AWARD open-end contract to single bidder, Roberts Traffic Marking Corp., a certified Small Business Enterprise, for Bike Lane Symbols and Arrows, Bid No. OPN2116215B1, for the Traffic Engineering Division, in the annual estimated amount of $213,885, and authorize the Director of Purchasing to renew the contract for two one-year periods, for a three-year potential estimated amount of $641,655. The initial contract period shall begin on the date of award and will terminate one year from that date.

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000 that includes a single bidder, rejection of apparent low bidder, or protested award.

Provides for the purchase and delivery of bike lane symbols and arrows.

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development (OESBD) designated this project as reserved for certified Small Business Enterprises (SBE). The OESBD has reviewed the bid and determined that Roberts Traffic Marking Corp. meets the eligibility criteria of the SBE Reserve Program (Exhibit 2).

The purpose of this contract is to provide bike lane symbols and arrows for the Traffic Engineering Division and various other Broward County agencies that may have a need of these products.

The Traffic Engineering Division has reviewed the bid submitted by Roberts Traffic Marking Corp. and concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations have been completed for Roberts Traffic Marking Corp.

The Purchasing Division has researched the prices submitted by the single bidder, Roberts Traffic Marking Corp., and has determined that the prices submitted are fair and reasonable in comparison to the previous Broward County contract and the independent cost estimate (Exhibit 4).

The bid validity for this project expired on August 09, 2018. Roberts Traffic Marking Corp. has agreed to extend its bid validity through October 31, 2018 for Bid No. OPN2116215B1.

There was no protest or appeal filed regarding this procurement.

The bid posted on March 26, 2018 and opened on April 09, 2018; one bid was received with no declinations (Exhibit 1).

Prior to the original bid submission deadline of April 02, 2018, a request was made to the Office of Economic and Small Business Development and the Traffic Engineering Division to assist with vendor outreach to increase the number of bid responses; the solicitation advertisement period was extended by one week to April 09, 2018. However, the extension yielded no additional bidders.
