MOTION TO ADOPT Resolution No. 2018-393 directing the County Administrator to publish Notice of Public Hearing to be held on Tuesday, September 25, 2018, at 5:01 p.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution amending the Administrative Code, the title of which is as follows: (Commission Districts 2, 4, 6, 7 and 8)

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO WATER AND WASTEWATER SERVICES; AMENDING SECTION 38.19 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE") TO PRESCRIBE A REVISED SCHEDULE OF RAW WATER SUPPLY LARGE USER RATES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
Section 34-6 of the Broward County Code of Ordinances requires rates to be set by the Board of County Commissioners at a public hearing. The Broward County Charter requires the posting of a notice and a public hearing for adoption of amendments to the County Administrative Code.

Provides for the public hearing required to amend Section 38.19 of the Broward County Administrative Code.

Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES/BUSINESS OPERATIONS DIVISION RECOMMENDS APPROVAL.

Broward County provides raw water to five Large Users (Dania Beach, Deerfield Beach, Florida Power and Light, Hallandale Beach, and Hollywood) through the Regional Raw Water System. The County's agreements with the Large Users require annual revisions of the Regional Raw Water Rates.

The recommended Fiscal Year 2019 operating and capital program budgets include increases in the raw water rates, effective for all services rendered on or after October 1, 2018. The proposed rates for operations and maintenance (O&M) include a 5% surcharge on total monthly billing for cash reserves in the Improvements, Repair, and Replacement (IR&R) Fund. The proposed rates represent a 0.43% increase to Large Users. Staff has notified the Large Users of the proposed rates. The following is a comparison of proposed and existing rates:
