A. MOTION TO ADOPT Resolution No. 2018-416 supporting the Prospect Road from Commercial Boulevard to Powerline Road improvement project (western section) in partnership with the Broward Metropolitan Planning Organization and the Florida Department of Transportation to enhance bicycle safety along this section of Prospect Road, at no cost to the County. (Commission Districts 4 and 9)

ACTION:  (T-3:49 PM)  Approved, as amended, and with Motion C (Resolution No. 2018-417) as reflected in the Yellow-Sheeted Additional Material dated Thursday, September 13, 2018, submitted by County Administration.  (Refer to minutes for full discussion.)  (See the Yellow-Sheeted Additional Material, dated Thursday, September 13, 2018, submitted at the request of the Environmental Protection and Growth Management Department.)

MOTION TO DISCUSS Broward County Staff Complete Streets Team's recommended additional guidelines regarding area-wide impacts pertaining to road lane elimination proposals, and consider the City of Oakland Park's request to support the Prospect Road from Powerline Road to Dixie Highway improvement project (eastern section) in partnership with the Broward Metropolitan Planning Organization and the Florida Department of Transportation to enhance bicycle safety along this section of Prospect Road, at no cost to the County. (Commission Districts 4 and 9)

Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION AND ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT RECOMMEND APPROVAL.

This item supports the Board of County Commissioners' Value of "cooperatively delivering an efficient and accessible regional intermodal transportation network" with the Goal of supporting "the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses."

Prospect Road from Commercial Boulevard to Powerline Road is a four-lane County road located in the Cities of Fort Lauderdale, Tamarac and Oakland Park. Broward County, the Metropolitan Planning Organization (MPO), the Florida Department of Transportation (FDOT), and the Cities of Fort Lauderdale, Tamarac and Oakland Park have collaborated to develop a project to enhance bicycle safety along this road. As part of this cooperative effort, FDOT will be responsible for project design and construction administration, the MPO will provide the funding for construction, and County will continue to own the road after construction of the proposed improvements. The above project will be implemented with no change to the number of vehicular travel lanes.

Prior to proceeding with the project, the MPO and FDOT require a resolution showing support from the Board of County Commissioners. Staff from the County's Complete Streets Team has reviewed the proposed improvements and support the implementation of the project. Approval of this Resolution will formally affirm the County's support for the project. The Resolution has been reviewed and approved as to form by the Office of the County Attorney.

The City of Oakland Park is recommending that Broward County consider extending the bicycle safety improvement project along Prospect Road from Powerline Road to Dixie Highway that includes vehicle lane elimination. This segment of Prospect Road is a six-lane County road located in the City of Oakland Park.  As recommended by the City, the project would extend the construction of bike lanes and repaving on Prospect Road, also at no cost to Broward County, but will include vehicle lane elimination in each direction, reducing this segment of the road from six lanes to four lanes.

Broward County’s Complete Streets Team is currently developing a policy regarding vehicle lane elimination proposals on County jurisdictional roads. The attached memorandum from the Complete Streets Team (Exhibit 2), describes the current consensus on policies that should be considered in evaluating area-wide impacts concerning lane elimination requests; de minimis traffic impact on adjacent roads (less than 3% based on acceptable modeling); support from adjacent municipalities; and an understanding of long-range vision of the lane elimination and surrounding area. 

Approval of Motion A will allow FDOT to proceed with design and construction on the western section of the Prospect Road project that all partners have agreed on. Should the Board of County Commissioners approve the City of Oakland Park's request to support the Prospect Road improvement project between Powerline Road and Dixie Highway (eastern section), Broward County staff will coordinate with the City of Oakland Park, the Broward Metropolitan Planning Organization (MPO) and the Florida Department of Transportation (FDOT) to implement improvements for both sections of Prospect Road.
