MOTION TO ADOPT Resolution No. 2018-391 directing the County Administrator to publish Notice of Public Hearing to be held on Tuesday, September 25, 2018, at 5:01 p.m., in Room 422 of the Governmental Center to consider adoption of a proposed Resolution amending the Administrative Code, the title of which is as follows: (Commission Districts 2, 4, 6, 7, 8 and 9)

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO WATER AND WASTEWATER SERVICES; AMENDING SECTION 38.18 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE") TO PRESCRIBE A REVISED SCHEDULE OF RETAIL WATER AND WASTEWATER RATES, FEES, AND CHARGES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
Section 34-6 of the Broward County Code of Ordinances requires rates to be set by the Board of County Commissioners at a public hearing. The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the County Administrative Code.
What Action Accomplishes
Provides for the public hearing required to amend Section 38.18 of the Broward County Administrative Code in order to revise current water and wastewater rates, fees, and charges.

Summary Explanation/Background
PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES/BUSINESS OPERATIONS DIVISION RECOMMENDS APPROVAL.

Broward County provides retail water and wastewater services to approximately 58,000 customers throughout the County's Water and Wastewater Services service area. The recommended Fiscal Year 2019 operating and capital program budgets for the Water and Wastewater Fund include increases in water and wastewater retail rates effective for services rendered on or after October 1, 2018. The new rates are necessary to fund operating costs, debt service costs, and cash-financed capital. The proposed Fiscal Year 2019 rates reflect an overall increase in water revenue of 3.14% and sewer revenue of 3.14%, for a cumulative overall revenue increase of 3.14%. An average residential customer using 5,000 gallons of water per month will experience an overall increase of $2 (3.05%) in their monthly water and wastewater bill, from $65.58 to $67.58. Fees for permits, engineering service charges, and field service charges remain unchanged.

This action has been reviewed and approved by the Office of Management and Budget.
