MOTION TO ENACT Ordinance amending the Broward County Comprehensive Plan to adopt Broward County Land Use Plan map amendment PC 18-7, in the City of Deerfield Beach (Commission District 2), the substance of which is as follows:

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY COMPREHENSIVE PLAN; AMENDING THE BROWARD COUNTY LAND USE PLAN WITHIN THE CITY OF DEERFIELD BEACH; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

ACTION:  (T-2:11 PM)  Filed proof of publication and enacted the Ordinance to become effective as provided by law with the Purple-Sheeted Additional Material, dated Thursday, September 13, 2018, submitted at the request of The Planning Council.  (Refer to minutes for full discussion.)

Why Action is Necessary
Pursuant to Section 163.3184, Florida Statutes, as amended, Broward County Comprehensive Plan amendments shall be adopted by Ordinance by the Broward County Board of County Commissioners, serving as the local governing body.
What Action Accomplishes
The Ordinance adopts Broward County Land Use Plan map amendment PC 18-7 in accordance with Section 163.3184, Florida Statutes, as amended.

April 24, 2018 - County Commission approved transmittal of proposed amendment PC 18-7 to State review agencies; and August 14, 2018 - Set adoption Public Hearing for September 13, 2018.
Summary Explanation/Background
The Planning Council, as the Local Planning Agency (LPA) responsible for the Broward County Land Use Plan, considered the following proposed amendment, PC 18-7, at its March 22, 2018, public hearing and recommended approval. Further, the City of Deerfield Beach should provide additional information regarding affordable housing by the Planning Council's second public hearing. The City's commitment to submit a corrective amendment for the remaining Century Village Dashed-Line Area was also recognized. (Vote of the Planning Council; 13-2; Yes: Breslau, Brunson, Castillo, DiGiorgio, Ganz, Gomez, Grosso, Moraitis, Rosenof, Rosenzweig, Udine, Williams and Stermer. No: Blackwelder and Graham). The Planning Council also recommended approval at its June 28, 2018, public hearing, recognizing the City's commitment to submit a corrective amendment for the remaining Century Village Dashed-Line Area (Vote of the Planning Council; 11-2; Yes: Blattner, Breslau, Brunson, DiGiorgio, Ganz, Gomez, Good, Grosso, Rich, Williams and Stermer. No: Blackwelder and Graham):

Amendment to the Broward County Land Use Plan - City of Deerfield Beach

From 83.0 acres of Commercial Recreation within a Dashed-Line Area to 57.9 acres of Recreation and Open Space within a Dashed-Line Area and 25.1 acres of Low-Medium (10) Residential.

Approximately 83.0 acres; generally located on the west side of Military Trail, between Hillsboro Boulevard and Southwest 10 Street.
