MOTION TO CONSIDER adoption of a Resolution No. 2018-410 Amending the Broward County Administrative Code, the title of which is as follows:
 
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO THE BROWARD COUNTY CLIMATE CHANGE TASK FORCE; AMENDING SECTION 12.24 OF THE BROWARD COUNTY ADMINISTRATIVE CODE ("ADMINISTRATIVE CODE") REGARDING MEMBERSHIP; MODIFYING MEMBERSHIP CATEGORIES AND APPOINTMENTS; ADDING DIRECT APPOINTMENTS BY THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT, THE SCHOOL BOARD OF BROWARD COUNTY, AND THE BROWARD LEAGUE OF CITIES; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE ADMINISTRATIVE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
A Resolution directing the County Administrator to publish notice of public hearing to consider adoption of the Resolution Amending the Broward County Administrative Code was adopted by the Board of County Commissioners at its meeting of August 14, 2018.

Amends the Broward County Administrative Code to restructure the membership of the Climate Change Task Force.

Summary Explanation/Background
THE ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION AND THE CLIMATE CHANGE TASK FORCE SUPPORT THIS ITEM.
 
This item supports the Commission value of "encouraging investments in renewable energy, sustainable practices and environmental protection" and Commission goals to "seek funding for, implement policies and pursue projects promoting, the use of alternative energies and sustainable practices" and to "proactively lead in the planning, design and construction of projects supporting resilience and climate adaptation, including coordination with other entities to foster resilient design as part of local and regional projects, especially shore protection efforts."
 
The proposed modifications to the existing Climate Change Task Force ("CCTF") categorical membership representation will more effectively fulfill its purpose and meet the need for representation to be preserved across reappointments.  The proposed Resolution modifies membership of the CCTF to include twenty-five (25) members and five (5) alternates, comprised of twenty (20) Commission appointments and five (5) appointments and alternates by other authorities.  The Commission appointments consist of two (2) uncategorized representatives subject to four (4) year terms, three (3) Broward County government representatives, and fifteen (15) categorical representatives.  Other authority appointments consist of one (1) School Board member and an alternate appointed by the School Board of Broward County, Florida, one (1) Governing Board member and an alternate appointed by the South Florida Water Management District, and three (3) elected municipal officials, each with an alternate, appointed by the Broward League of Cities.
