MOTION TO DIRECT County Administrator to publish notice of a public hearing to be held on Tuesday, September 25, 2018 at 10:00 a.m., in Room 422 of the Governmental Center to consider the award of a renewal Class 2 - ALS Transfer Certificate of Public Convenience and Necessity to Pompano Beach Fire Rescue.

Why Action is Necessary
Pursuant to Chapter 3 1/2, Section 6(f) of the Broward County Code of Ordinances, a Public Hearing must be held to consider the award or denial of a Certificate of Public Convenience and Necessity.

Provides the Board with an opportunity to receive public comments concerning applicants seeking to provide Class 2 - ALS Transfer services within Broward County.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL AND CONSUMER PROTECTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

Chapter 3 1/2 of the Broward County Code of Ordinances identifies the process by which every person, firm, corporation, or association must abide to provide emergency medical services within Broward County, Florida.

The Environmental and Consumer Protection Division, a Division of the Environmental Protection and Growth Management Department, acts as the designee of the County Administrator for the purpose of reviewing and processing applications for Certificates of Public Convenience and Necessity, including Class 2 - ALS Transfer services.  The application process and monitoring of certified agencies are further promulgated through the rules and regulations set forth in Chapter 3 1/2 of the Broward County Code of Ordinances and Chapter 33, Part II, Medical Transportation Rules and Regulations, of the Broward County Administrative Code.  The full application, including exhibits, is maintained by the Environmental and Consumer Protection Division.

The Environmental and Consumer Protection Division has received and reviewed the application from Pompano Beach Fire Rescue for their renewal of their COPCN to provide Class 2 - ALS Transfer services within Broward County, Florida. The subject Certificate of Public Convenience and Necessity is valid for five years and expires on October 1, 2018. The Environmental and Consumer Protection Division has found the above applicant to be in compliance with all County rules and regulations relating to the provision of Class 2 - ALS Transfer services. Pursuant to Section 3 1/2-15(b) of the Broward County Code, the Environmental and Consumer Protection Division has received no complaints concerning the actions of the above applicant and will present the application to the Board for its consideration during the public hearing scheduled for September 25, 2018.

Pursuant to Chapter 3 1/2, Section 6(f) of the Broward County Code, a public hearing must be held to consider the award or denial of said COPCN.
