MOTION TO AUTHORIZE County Administrator to submit for consideration and to execute a First Amendment to the standard form Participation Agreement between Broward County and the Municipal Participants in Broward County's Regional Consolidated E-911 Communications System, in substantially the form attached as Exhibit 1, subject to review by the County Attorney’s Office as to legal form.

Board approval is required to delegate authority to the County Administrator to approve an amendment to an interlocal agreement.

Provides authority to the County Administrator to circulate, finalize, and execute the First Amendment to the standard form Participation Agreement between Broward County and each municipality participating in the Broward County Regional Consolidated E-911 Communications System.

Summary Explanation/Background
On or about September 30, 2013, 29 of Broward County's 31 municipalities entered into an Agreement Between Broward County and the Participating Municipality for Participation in the Regional Consolidated E-911 Communications System (“Participation Agreement”) in order to promote the public health, safety, and general welfare by improving the safety of first responders and persons residing or traveling in Broward County, eliminating or reducing call transfers that result in delayed responses, and facilitating the migration to consolidated new technologies.

This First Amendment to the standard form Participation Agreement is necessary to acknowledge and adopt the recommended performance standards from Fitch and Associates; it ensures cooperation by municipalities of their compliance with Criminal Justice Information System (CJIS) or Florida Department of Law Enforcement (FDLE) requirements; it includes a client engagement process for the participating organizations; and it permits municipalities to procure additional special services above the base level of services provided by the County.
