MOTION TO AWARD open-end contract to single bidder ALM Media, LLC, DBA Broward Daily Business Review, for Delinquent Tax Advertising, Bid No. GEN2115796B1, for Records, Taxes, and Treasury Division, in the annual estimated amount of $215,250, and authorize the Director of Purchasing to renew the contract for two one-year renewal periods, for a three-year potential estimated amount of $645,750. The initial contract period begins on the date of award and terminates one year from that date.

In accordance with the Broward County Procurement Code, Section 21.31.a.4. Board approval is required for awards exceeding $500,000.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE RECORDS, TAXES, AND TREASURY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program, or assign County Business Enterprise participation goals to this solicitation based on the review of products requested (Exhibit 2).

The purpose of this contract is to provide an open-end contract to purchase delinquent tax advertising for the Records, Taxes, and Treasury Division.

The Records, Taxes, and Treasury Division has reviewed the single bid submitted by ALM Media, LLC., DBA Broward Daily Business Review and concurs with the recommendation for award (Exhibit 3). One vendor performance evaluation has been completed for ALM Media, LLC, DBA Broward Daily Business Review; they have an overall rating of 4.0 out of a possible rating of 5.0 (Exhibit 5).

The amounts referenced in this agenda item were rounded to the nearest whole dollar. The bid tabulation reflects the actual amount of the award.

Incumbent:
ALM Media, LLC, DBA Broward Daily Business Review. (Contract No.: J1251303B1, Contract Title: Advertising Delinquent Taxes). Awarded by the Director of Purchasing. Contract Term: November 12, 2014 to November 11, 2017. A 90-day extension was approved by the Director of Purchasing, which extended the contract term until February 12, 2018. Expenditures to date is $265,243. Interim Contract No. J1251303X1 with ALM Media, LLC, DBA Broward Daily Business Review., in the amount of $165,257, was approved by the Director of Purchasing utilizing the same pricing, terms and conditions as Contract No. J1251303B1 in order to provide the referenced services from February 13, 2018 to August 12, 2018. Expenditures to date is $100,813. Interim Contract No. J1251303X2 with ALM Media, LLC, DBA Broward Daily Business Review., in the amount of $64,445, was approved by the Director of Purchasing utilizing the same pricing, terms and conditions as Contract No. J1251303B1 in order to provide the referenced services from August 16, 2018 to September 12, 2018.

The bid was advertised on March 5, 2018 and opened on March 19, 2018; one bid was received with zero declinations (Exhibit 1).

There was no protest filed regarding this procurement.
