MOTION TO ADOPT Resolution No. 2018-385 of the Board of County Commissioners of Broward County, Florida, directing the County Administrator to publish a Notice of Public Hearing to be held on Tuesday, October 23, 2018, at 10:00 am., in Room 422, Broward County Governmental Center, for the purpose of receiving public input on the proposed implementation of new limited-stop fixed-route bus service along Broward Boulevard between the City of Sunrise and Downtown Fort Lauderdale to be known as "Broward Breeze"; and providing for an effective date. 

ACTION:  (T-1:46 PM)  Approved.
 
VOTE: 9-0.
Why Action is Necessary
In accordance with FTA and County policies, a public hearing is required (1) prior to the establishment of a new transit route or (2) when proposing permanent fixed-route frequency changes greater than ten minutes during peak hours or more than 20 minutes in off-peak hours.

Schedules Public Hearing to receive public input on proposed new "Broward Breeze" fixed-route bus service along Broward Boulevard between the City of Sunrise and Downtown Fort Lauderdale, planned to begin in January 2019.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF ABOVE MOTION

This item supports the Board's Values of  "[C]ooperatively delivering an efficient and accessible regional intermodal transportation network" and "C[o]nsistently delivering responsive, efficient, quality services to the public and internal customers."

In compliance with federal and county regulations, policies and procedures, a public hearing will allow public comment on the proposed new "Broward Breeze" limited-stop fixed-route bus service. 

The Transit Division is proposing the addition of limited-stop fixed-route bus service along Broward Boulevard. This new "Broward Breeze" service will travel westbound and eastbound, giving customers access to employment, education and medical centers, transit facilities, government centers, and entertainment venues in Sunrise, Plantation, and downtown Fort Lauderdale. The Broward Breeze will operate every 30 minutes on weekdays during peak morning (from 5:40 a.m. to 10:16 a.m.) and afternoon (4:05 p.m. to 8:46 p.m.) travel times. Forty-two-foot Bus Rapid Transit (BRT) style vehicles equipped with Wi-Fi will be utilized for the service which will begin operation in January 2019. Exhibit 3 is the route map. The service is being funded through a Florida Department of Transportation (FDOT) grant.

Advance public notice of the time and date of the public hearing on the proposed new Breeze service will be accomplished using the newspaper; Broward County’s website and Facebook page; all BCT buses; notices posted at major employment centers along the route; customer service/rider information “on-hold” voice messaging system; community meetings, and; notices posted at major transit facilities.
