MOTION TO ADOPT Resolution No. 2018-374, the title of which is as follows: (Commissioner Rich)

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, URGING THE CITY OF FORT LAUDERDALE TO ALLOW HOPE SOUTH FLORIDA TO CONTINUE PROVIDING MOBILE SHOWERS TO HOMELESS INDIVIDUALS WITHOUT REQUIRING AN EXTENSIVE APPLICATION AND APPROVAL PROCESS; DIRECTING THE COUNTY ADMINISTRATOR TO TRANSMIT A COPY OF THIS RESOLUTION TO THE MAYOR, COMMISSIONERS, AND MANAGER OF THE CITY OF FORT LAUDERDALE; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Homelessness throughout the state, Broward County, and, more specifically, within the City of Fort Lauderdale ("City") is a public crisis. HOPE South Florida ("HOPE"), a 501(c)(3) nonprofit organization that provides crisis assistance and support services to thousands of homeless families, was recently directed by the City to cease providing mobile showers, in conjunction with serving food, to homeless individuals at local churches until the City approves its pending application to host such events. Currently, under the City's Code of Ordinances, HOPE will continuously be required to endure an extensive application and approval process in order to provide these necessary services to address the public crisis of homelessness. This resolution expresses the Board's support for HOPE to be able to continue its work within the City without any undue delays.
