THIS ITEM FURTHERS G. VALUE OF OFFERING SUSTAINABLE, COMPATIBLE, INNOVATING HOUSING OPTIONS FOR ALL INCOME-LEVELS, INCLUDING INTEGRATED, PERMANENT SUPPORTING HOUSING, GOAL 2, BY INCREASING THE AVAILABILITY OF AFFORDABLE HOUSING OF ALL TYPES, COUNTYWIDE, IN EVERY COMMUNITY USING EFFECTIVE, UNIFORM CRITERIA, POLICIES AND STRATEGIES.

This item is being placed as a supplemental item on the August 14, 2018, Board of County Commissioners ("Board") agenda due to its time-sensitivity. Section 39-635 of the Broward County Code of Ordinances currently requires each new single-family dwelling unit in the BMSD Roosevelt Gardens neighborhood to have a barrel-tile or s-tile roof construction. No other neighborhood in the BMSD is subject to this requirement. As new single-family construction has recently commenced in the BMSD, it has been brought to staff’s attention that the specific requirement for barrel or s-tile may add unnecessary cost to new housing construction and restrict choice for similarly high quality and aesthetically appealing alternative roofing materials.

Approval of the recommended Motion to Direct will allow the County Attorney’s Office to work with the County Planning and Development Management Division to propose appropriate revisions which continue to require high quality and aesthetically appealing roofing materials for new single-family housing construction in Roosevelt Gardens. For example, flat tile roofs may offer a similar effective quality and assist in reducing the costs of construction. Staff will seek input from the Roosevelt Gardens community before a Code amendment is presented to the Broward County Commission

As background, on September 27, 2012, the Board enacted Ordinance No. 2012-25, creating Article XXXIX of the Zoning Code, the "Central County Community Overlay District." The provisions of the Central County Community Overlay District incorporated the provisions of the Boulevard Gardens, Franklin Park, Roosevelt Gardens, and Washington Park Neighborhood Enhancement Plans ("NEPs"). The Roosevelt Gardens NEP included a provision that required barrel or s-tile roof construction for all new single-family or duplex residential dwelling units.
