THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action will amend the Agreement to fund additional professional architectural and engineering services for building projects such as the design and construction of new facilities for FLL and HWO, replace selected Agreement language and extend the contract term by adding two additional one year optional renewal periods.
The Office of Economic and Small Business Development ("OESBD") established a County Business Enterprise ("CBE") goal of 21% for this project. Cartaya and Associates Architects, P.A., (“Cartaya”) committed to 50% CBE participation. To date, Cartaya has been paid $1,125,013 and has paid CBE firms $488,959, for 43.46% CBE participation. Cartaya expects to reach its CBE goal during the on-going project execution (Exhibit 3).
On June 2, 2015 (Item No. 18), the Board approved the award of the Agreement between Broward County and Cartaya and Associates Architects, P.A., for Professional Consultant Services for FLL and HWO Airport, Building Projects, in the total not-to-exceed amount of $7,000,000. The total amount includes the lump/maximum not-to-exceed amount of $6,650,000 for labor and $350,000 for reimbursable expenses. The initial term of this Agreement was three years with two additional one year renewal periods through June 1, 2020, exercisable at the County’s option.
The proposed First Amendment will provide funding for continued design services, construction administration and inspection services throughout the duration of multiple Capital Development projects. Work includes the new T1/T2 and T2/T3 terminal connectors, relocation of the Security Credentialing Office, renovations to the Naval Air Station Museum and rehabilitation of aging infrastructure and equipment reaching its service life throughout the terminals, Rental Car Center and Hibiscus and Palm Garages. In addition, it will include the Security Infrastructure Projects, Airport Perimeter Security Enhancement Projects and Closed-Circuit Television (“CCTV”) System Enhancements.
The proposed First Amendment also amends Article 5 to reflect an Agreement increase in a total not-to-exceed amount of $5,000,000 in the following: Section 5.1 to reflect the increased lump sum/maximum not-to-exceed Fees Amount from $6,650,000 to $11,300,000 for labor, and Section 5.1.4 to reflect the increased reimbursable amount from $350,000 to $700,000, for a total Agreement increase from $7,000,000 to $12,000,000. Additionally, the First Amendment adds two additional one year optional renewal periods extending the contract time through June 1, 2022.
The proposed First Amendment deletes and replaces Section 10.4 of the Agreement with the updated Public Records language and in addition deletes and replaces Exhibit D with the updated Insurance Requirements.
The proposed First Amendment has been reviewed and approved as to form by the Office of the County Attorney and the Risk Management Division.
