Requested Action
A. MOTION TO DRAW categories for appointment of members to the Living Wage Advisory Board (LWAB), consistent with Section 26-105, Broward County Code.

ACTION:  (T-2:31 PM)  The Board drew categories for appointment of members to the Living Wage Advisory Board (LWAB).  Staff drew a category on the behalf of Commissioner Sharief.  (Refer to minutes for full discussion.)

B. MOTION TO APPROVE categorical draws for appointments to the LWAB.

ACTION:  (T-2:35 PM)  Approved.  (Refer to minutes for full discussion.)

Why Action is Necessary
A categorical draw is necessary to comply with membership requirements of the LWAB.

Summary Explanation/Background
On August 22, 2017, the Board of County Commissioners approved the 2016 Sunset Review Recommendations and directed the County Attorney's Office (CAO) to prepare the Ordinance and Administrative Code changes to enact the Recommendations.

On February 6, 2018, the Board of County Commissioners enacted Ordinance 2018-09, which enacted the Sunset Review Recommendations for various boards within the Broward County Code of Ordinances. Under the Sunset Review Recommendations, the membership of the Living Wage Advisory Board (LWAB) was amended. The LWAB is comprised of nine members who are District specific appointments.

Specific categories call for a categorical draw and this item provides the draw for the following members:
  • Business Community/Service Contractor
  • Business Community/Service Contractor/Covered Employee
  • Business Community/Non Service Contractor
  • Business Community/Non Service Contractor
  • Non-Business Community
  • Non-Business Community
  • Non-Business Community
  • Non-Business Community
  • Non-Business Community

Each Commissioner will draw one "position" out of the envelope containing slips of paper that will indicate the category, current appointee's name (where applicable), and appointing commissioner (where applicable), date the current appointee's term expires (if applicable) or simply "Vacant." Each commissioner will write his or her name on the slips drawn to assign the position to the appropriate Commission District. Staff will thereafter announce the categorical selection publicly and the Board will vote to accept the categorical draw.

After the draw is concluded, staff will prepare and deliver a chart containing the final results of the categorical draw. Consistent with the Commission's policy, categories drawn by each Commissioner will be permanently assigned to the Commission District for future appointments until the Commission holds a new categorical draw for the LWAB.

Once categories are selected, appointments to fill those positions will be handled in the same manner as other board appointments.
