In accordance with the Broward County Procurement Code, 21.32, Competitive Sealed Proposals, Board approval is required prior to advertisement for competitive sealed proposals that has an anticipated total value of more than $500,000.
What Action Accomplishes
Approves a Request for Proposals solicitation to engage the services of a qualified firm to provide a real time location solution system, which will enable the Broward Addiction and Recovery Center to effectively track and manage staff, patients, visitors, beds, medical equipment, etc. within the residential facilities.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT/BROWARD ADDICTION RECOVERY CENTER RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value of “Consistently delivering responsive, efficient, quality services to the public and internal customers” specifically the goal “build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality.” This item also supports the Board’s Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable."
 
The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal for this project (Exhibit 2).

The purpose of this solicitation is to engage the services of a qualified firm to provide a real time location solution system, which should provide patient bed management; patient, staff, and visitor tracking; room occupancy and usage tracking, staff productivity tracking, funding source tracking, infection control and hygiene management, healthcare environmental control (custodial management), security/staff emergency alert functions, and healthcare facility asset management. The system should include software as a service (SaaS) or locally hosted software, hardware (e.g., sensors, badges), and support and maintenance services.

The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services.
