THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission Value of "[A]pproaching human services collaboratively and compassionately with special emphasis on the most vulnerable," and Goal to "[C]ollaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent, supportive housing for persons experiencing, or at risk of, homelessness."
Retroactive authorization of Amendment No. 5 to the County’s Agreement No. 14-CP-HIP-8414-01 (Exhibit 3) with Broward Outreach Center (BOC) and the adoption of the budget resolutions will provide a 1/1 match to the funding contributed from the City of Pompano Beach (Exhibit 4) and the City of Hollywood (Exhibit 5). Total contributions of $110,272 will fund the Overnight Bed Programs at the North Homeless Assistance Center (NHAC) and the South Homeless Assistance Center (SHAC), from April 1, 2018 through September 30, 2018. The Pompano funding will cover the cost of 15 beds at the NHAC and the Hollywood funding will cover the cost of nine beds at the SHAC. The County received the City of Pompano Beach's executed agreement on May 30, 2018 and the City of Hollywood executed agreement on June 12, 2018 (Exhibit 7), thus was unable to request approval from the Broward County Commission prior to the summer recess. The combined local government contribution is $220,544 (City of Pompano Beach: $70,272; City of Hollywood: $40,000; Broward County: $110,272) to fund a total of 30 NHAC beds and 18 SHAC beds. Due to a reorganization of agency funds, BOC is contributing $67,681 to cover an additional 12 SHAC beds.
For many years, BOC received funding under an agreement with the County to operate the NHAC and SHAC. In addition to the 208 emergency shelter beds at the NHAC and the 128 emergency shelter beds at the SHAC, BOC also provided 30 overnight beds at each homeless assistance center. In December 2017, BOC advised the County that it was unable to cover the expense of the overnight beds and would discontinue providing this service (Exhibit 7). County staff worked with BOC and the cities of Pompano and Hollywood to secure additional funding to cover the cost of the beds until September 30, 2018. BOC met all outcomes for Fiscal Year 2017. The Overnight Bed Program will continue to be available beginning October 1, 2018, under the new low-demand Homeless Assistance Centers service standards and without the additional compensation.
Finally, approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer . . . shall have or hold any employment or contractual relationship with any business entity . . . which is . . . doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(12), Florida Statutes, Board approval is required to waive any conflict arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires a two-thirds vote of the County Commission after full disclosure of the conflicting relationship (Motion D). Form 4A attached hereto as Exhibit 6 constitutes full disclosure of any existing conflict.
