Summary Explanation/Background
This project proposes new and unique, state of the art equestrian facilities and farm park facilities which will serve important recreational and educational purposes here in Broward County. This project conceptually evolved over 15 years until the RFP was issued on March 4, 2015.
 
By the end of the first 18 months of the two-step RFP, all firms except the DiPompeo Construction design/build team had dropped out. DiPompeo provided pricing in December 2016. In February 2017, the Evaluation Committee selected the DiPompeo team. By August 2017, the County and DiPompeo had agreed on the base Project budget and all facilities to be designed and constructed as well as the Project schedule.
 
Following additional delays, the parties continued finalizing the agreement in March 2018. During these discussions, the parties discussed spikes in the price of labor and materials between the original pricing of the Project in December 2016 and the final written agreement in March 2018. Both the County and DiPompeo agreed there had been a spike in labor and material costs during this period. However, the County and DiPompeo’s estimates for this amount were off by $75,000. Ultimately, the County declared an impasse and terminated the procurement.
 
The proposed action to waive the Broward County Procurement Code and allow the County to reenter negotiations with DiPompeo Construction seeks to prevent the County from having to start this project over again, delaying the project further and depriving the public of these new facilities.
