THE BROWARD COUNTY AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
The proposed actions, as part of this Board item, will approve waivers of sections in Chapter 26 of the Administrative Code relative to Parking Services at FLL (Motion A) and approval of a new Request for Proposals ("RFP") for Parking Services at FLL (Motion B).
Motion A
Chapter 26, Operational Policy, Aviation, Section 26.5 of the Administrative Code provide for the procedures for protesting a solicitation or a proposed award of a contract under the Concession Policy award process. Section 26.6 provides for the procedures in determining the resolution for a protest. Chapter 26 is not consistent with the Board-approved policy under Chapter 21, Operational Policy, Procurement Code, which includes guidelines to settle and resolve protests and appeals.
The Broward County Aviation Department is requesting a waiver of Section 26.5 and Section 26.6 in Chapter 26 to allow for the inclusion of the guidelines as set forth in Chapter 21, Sections 21.118 through 21.122 of the Procurement Code in the proposed solicitation. This proposed waiver will make the protest resolution and appeals process more efficient and consistent with current County policies.
Motion B
The Office of Economic and Small Business Development established an Airport Concession Disadvantaged Business Enterprise participation goal of 24% for this project (Exhibit 1).
The existing contract for parking management services at FLL expires on December 14, 2018. The purpose of this solicitation is to engage the services of a qualified firm to manage all public and employee parking facilities at FLL. The successful proposer ("Operator") will manage all employee and public parking facilities owned by the County, including all self-parking and valet-parking services, in an efficient and cost-effective manner.
The Operator may receive financial compensation and incentive payments as part of the Parking Management Incentive Program to promote innovation, operational efficiencies, and a high level of customer service. It is also possible that the Operator may be assessed disincentive fees for failure to meet established operational standards. The final terms and conditions will be negotiated as part of the final Agreement with the Operator.
The RFP procurement method was selected to incorporate and encompass a number of evaluation criteria other than price alone. This RFP process will consist of an initial evaluation to determine whether or not a proposer is responsive and responsible to the requirements of the RFP. All proposers, as part of their submittal, must provide a price for their services at the time of their RFP submittal.
