A. MOTION TO APPROVE Memorandum of Agreement between Broward County and the City of Miami for the County's participation in the 2017 Miami/Fort Lauderdale Urban Area Security Initiative (UASI) from the U.S. Department of Homeland Security through the State of Florida Division of Emergency Management, effective upon execution through June 30, 2019, accepting a grant award in the amount of $125,674; authorize the Mayor and Clerk to execute same; and authorize the County Administrator to take the necessary administrative and budgetary actions for the implementation of the grant award; providing for severability; and providing for an effective date.

B. MOTION TO ADOPT budget Resolution No. 2018-277 for the Urban Area Security Initiative Fund for Broward Emergency Management Division in the amount of $125,674, as funded through through the Miami UASI Grant Program.

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

This item supports the Commission's following values and goals:

Commission Value: Offering sustainable, compatible, innovative housing options for all income-levels, including integrated supportive housing and rapid-rehousing / Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, and local levels / Goal 3: Develop, through effective community collaboration, neighborhoods and communities incorporating intermodal connectivity, while integrating energy efficiency, community resilience, and other livability standards and initiatives. Commission Value: Approaching human services collaboratively and compassionately, with special emphasis on persons and families experiencing homelessness / Goal 1: Effectively advocate for and seek local, state and federal funder support that adequately addresses the health and human services needs of the entire community, through a truly coordinated system of care / Goal 3: Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially housing for persons experiencing, or at risk of, homelessness.

The Fiscal Year 2017 Urban Areas Security Initiative (UASI) reflects the intent of Congress and the Administration to enhance and quantify the preparedness of the nation to combat terrorism and continues to address the unique equipment, planning, training, and exercise needs of large high threat urban areas. Program activities must involve coordination by the identified core city, core county/counties, and the respective State Administrative Agency. Funding for the Fiscal Year 2017 UASI Grant Program was appropriated by the U.S. Congress and is authorized by Public Law 108-11, the Emergency Wartime Supplemental Appropriations Act, 2003. The funding will provide assistance to build an enhanced and sustainable capacity to prevent, respond to, and recover from threats or acts of terrorism for the selected urban areas.

The U.S. Department of Homeland Security Award Allocation to Miami/Fort Lauderdale UASI is $5,180,000. Withheld State Management and Administration costs are 5% of the Award Allocation, totaling $259,000. The Expendable Award allocation is $4,921,000. These funds will be used to assist the Miami/Fort Lauderdale Urban Area during the Fiscal Year 2017 UASI Grant Program cycle, as it supports activities to prevent, protect, respond to and recover from threats or acts of terrorism. Of the $4,921,000 in Expendable Award allocation funds, as indicated in Exhibit 1, Attachment "A" - Proposed Program Budget, $246,050 is programed for the City of Miami for Management and Budget, and $1,295,000 (or 25% of Award Allocation) is programed for required regional law enforcement projects. The remaining $3,379,950 is allocated to regional and local voting entities that comprise the Miami Urban Area Working Group (UAWG). As a member of the UAWG, Broward County will receive $125,674 as delineated in line items 2017-01A and 2017-01B and the Memorandum of Agreement in Exhibit 2, which is designated for the Broward Emergency Management Division for funding for one position and one consultant to implement two planning projects. The first planning project will establish a solid foundation for the county's Critical Infrastructure and Critical Resources (CIKR) Protection Program through public and private sector partnerships that embrace resiliency and sustainability by supporting, promoting, aligning and implementing policies and activities that lead to the identification and assessment of CIKR protective posture throughout the county. The second project supports the third phase of Broward County's Whole Community Planning, by establishing a Family Assistance, Reunification and Donations Management Plan, through enhanced coordination and integration of Volunteer and Faith Based Organizations.

The City of Miami has been the coordinating and sponsoring entity for the Joint Miami-Fort Lauderdale UASI since Fiscal Year 2011. The UAWG serves as the governing body of the Miami UASI with each entity receiving an allocation from the grant award. The defined Urban Area designated by the UAWG includes the four Southeast Florida counties (Broward, Miami-Dade, Monroe and Palm Beach). Additionally, the following jurisdictions have been identified as "participating jurisdictions" for the purposes of UAWG membership: City of Coral Gables, City of Coral Springs, City of Fort Lauderdale, City of Hialeah, City of Hollywood, City of Key Biscayne, City of Miami, City of Miami Beach, City of Miami Gardens, City of Miramar, City of Pembroke Pines, City of Sunrise. The UAWG voting membership consists of the above-named cities, as well as Broward County, Miami-Dade County, Monroe County and Palm Beach County emergency management agencies, the Palm Beach and Broward County Sheriff's Offices, a Regional Citizen Corps Representative, and a representative from the Florida Department of Law Enforcement/Regional Domestic Security Task Force.
