Summary Explanation/Background
THE PURCHASING DIVISION AND THE EVALUATION COMMITTEE RECOMMEND APPROVAL OF THE ABOVE MOTION.

The procurement is to engage a consultant for the development, implementation, and support of a countywide Job Order Contract (JOC) Program. The JOC Program enables Broward County agencies to engage contractors of various sizes to perform building/facilities construction and renovation and site-related work. As part of the JOC Program, the consultant provides a web-based software system, utilized by client agencies and awarded contractors, for developing individual project proposals. The Consultant will work with the County to develop competitive bidding documents (to solicit and award JOC contractors), including a unit price book/catalog, technical specifications, and contractual requirements.

On March 20, 2018 (Item No. 65), the Board approved the Request for Proposals (RFP) No. PNC2116439P1 Job Order Contract (JOC) Program Consultant. At the time of the RFP deadline, one submittal was received. Prior to the deadline, the Purchasing Division conducted outreach to previously identified firms. Two firms had been acquired by The Gordian Group and another firm only provided services in a certain area (Texas). In addition to the outreach, there was a potential firm that reviewed the RFP and submitted a question, however it did not submit a response.

On May 8, 2018, an Initial Evaluation Meeting was held. The Evaluation Committee determined that the single proposer was responsive and responsible to the RFP requirements and would proceed to final evaluation.

On May 16, 2018 a Software Demonstration Meeting was held. The project manager and technical team observed The Gordian Group, Inc. demonstrating certain tasks related to the scope of services. As a result, a Vendor Software Demonstration Fact Finding Report and Matrix was generated and provided to the Evaluation Committee.

On May 30, 2018, a Final Evaluation Meeting was held. After evaluation and a voice vote, the Evaluation Committee named The Gordian Group, Inc. as the first-ranked firm (Exhibit 1).

The Evaluation Committee's proposed recommendation of ranking will be posted on the Purchasing Division website from June 1, 2018 through June 5, 2018, which provides an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. At the time of agenda printing, there was no additional information submitted.

If there is no additional information submitted during the objection timeframe, the Evaluation Committee's final recommendation of ranking will be posted on the Purchasing Division website from June 6, 2018 through June 12, 2018, which provides an opportunity for any aggrieved proposer to file a formal protest. Contingent upon no protest being timely filed and contingent upon the Board’s approval of the ranking, staff will proceed with negotiations.
