Requested Action
MOTION TO AUTHORIZE County Administrator to amend Broward County's Five Year Strategic Consolidated Plan for Fiscal Years 2010 - 2014 and Fiscal Years 2015 - 2019 and the accompanying Annual Action Plans for Fiscal Years 2013 through 2017 for the U.S. Department of Housing and Urban Development ("HUD") Community Planning and Development Grants; reprogramming unexpended HOME Investment Partnerships Program ("HOME") Funds and revising Community Development Block Grant ("CDBG") Program recommendations; authorizing the County Administrator to take all necessary administrative actions for implementation of the changes, to submit a copy of the amendment to HUD, and to execute amendments, reinstatements, and interlocal agreements with subrecipients of funding for the respective grant Programs.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value "[O]ffering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing: and the corresponding goal to "[I]ncrease the availability of affordable housing of all types, countywide in every community using effective, uniform criteria, policies and strategies.

Amendments to the five year consolidated plans and annual action plans are needed to accommodate substantial changes requested by the municipalities and the Housing Finance and Community Redevelopment Division for projects funded with CDBG and HOME funds.
 
HOME/Community Housing Development Organizations (CHDO) Amendments/Changes

Broward Housing Partnership (BHP) Community Land Trust Inc. has requested that the Fiscal Year 2015/2016 funding previously allocated to the organization be reprogrammed from the New Construction of two units (HOME Assisted)  to the Acquisition of Land/New Construction of three affordable housing units for sale to income eligible households.

CHDO Balances from Fiscal Year 2013 and Fiscal Year 2015 were reallocated to BHP Land Trust Inc. at the  May 23, 2017 Board meeting to the BHP Land Trust Inc. for Acquisition/Rehabilitation activity. That project was completed and the BHP Land Trust, Inc. is requesting to reprogram the $3,756 and $5,029 balances to the Fiscal Year 2015/2016 BHP Community Land trust Inc. Acquisition of Land and New Construction of three affordable housing units for sale to income eligible households project adding an additional $8,785 in to the current Fiscal Year 2015 allocation.

BHP Land Trust Inc. is also requesting that the Fiscal Year 2017/2018 funding be reprogrammed from the Single Family Acquisition and Rehabilitation for homeownership of three units to New Construction of three units (HOME Assisted) for sale to Income Eligible Households (in Deerfield Beach). 

The City of Deerfield Beach asked that the City's  portion of the required CHDO set-aside be allocated to Acquisition/Rehabilitation for Sale to Income eligible household project. The project was completed and the balance was not expended. The funding is required to be reallocated to a CHDO. The County is proposing to reallocate the $6,203 balance to the Fiscal Year 2015/2016 BHP Land Trust Inc.'s Acquisition of Land and New Construction strategy to assist in the construction of three new homes. 

At the May 12, 2015, Commission meeting, Suncrest Court Redevelopment, LLC. was awarded $100,000 as a tax credit local match for gap financing for the State Apartment Incentive Loan (S.A.I.L.) Program. Suncrest Court Redevelopment, LLC. can no longer meet the deadlines to expend these funds and are requesting to terminate the agreement for convenience and have stated that this will not adversely impact the ultimate approval of the development. The HFCRD is requesting that these funds be reallocated to a HOME eligible affordable housing project.                 .    

CDBG Amendments/Changes

The City of Cooper City has requested that funds from Fiscal Years 2015/2016 in the amount of $24,085 and Fiscal Year 2016/2017  in the amount of $50,058 be reprogrammed from a Senior Community Center Renovation Project to a Homebuyer Purchase Assistance Program that will be implemented by the Housing Finance and Community Redevelopment Division (HFCRD).
 
The Town of Pembroke Park has bid out both Fiscal Year 2015 and 2016 Storm Water Improvement Projects three times. All bids have come in substantially above the allocated amounts. Construction costs have increased significantly and the project is no longer feasible at the current funding allocations. The Town has requested that funds from the Fiscal Year 2015/2016 Storm Water Improvement Project Phase V in the amount of $53,230 and Fiscal Year 2016/2017 Storm Water Improvement Project Phase VI in the amount of $53,661, be reallocated and added to the current approved Fiscal Year 2017/2018 Raymond P. Olgesby Preserve Lighting Improvements Project.

The HFCRD is requesting that funds from Fiscal Year 2016/2017 for Down Payment Assistance/Gap Financing in the amount of $500,000 and funds from Fiscal Year 2016/2016 for Housing Rehabilitation in the amount of $180,000, be reprogrammed to a Land Acquisition Project for affordable housing and or other eligible CDBG activities. 

The following Board-approved municipal allocations have remaining balances totaling $52,106. The funding is being recommended to be reprogrammed to a Housing Finance and Community Redevelopment Division CDBG eligible activity to include: Housing Rehabilitation, Purchase/Homebuyer Assistance, Land Acquisition and/or Capital Improvement Projects. The cities have been advised that these remaining balances are being reallocated to the Housing Finance and Community Redevelopment Division for eligible CDBG projects.

Fiscal Year 2016/2017 City of Lighthouse Point LHP Senior Program in the amount of $461 

The HFCRD has published a Public Notice. These changes will be submitted to HUD after the required comment period and Broward County Board of County Commissioners Board Approval.
