MOTION TO APPROVE conceptual public art design proposal for a site-specific artwork for the Port Everglades Eller Drive and Spangler Boulevard entryways, in an amount not to exceed $197,000 ($52,000 for vinyl art design for the two canopies and 11 booths and $5,000 art contingency; $28,000 for vinyl art wraps for printing and installation for 11 booths; and $112,000 for fabrication of the two illuminated metal fascias, and printing and installation of the vinyl art), which is currently budgeted in the Port Everglades Capital Improvement Fund. (Commission District 7)

Why Action is Necessary
Part II, Chapter 1, Article V, Section 1-88.a.9. of the Broward County Code of Ordinances, requires that the Broward County Board of County Commissioners (Board) approve the artist design proposal when the art budget for the artwork portion of the capital improvement project total is $100,000 or more.
What Action Accomplishes
This action allows for the approval of the amount of funds and for approval of the design proposal so that staff can proceed to develop an agreement with the artist to finalize the design, and proceed with fabrication and installation of the artwork.

Summary Explanation/Background
BROWARD CULTURAL DIVISION and PORT EVERGLADES RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "[C]ultivating community culture, arts, recreation and life-long learning" and goals relating to providing diverse artistic, cultural, educational and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community.

The Board, at its June 2, 2015 meeting (Item No. 38), approved a design proposal for the Port Everglades north security checkpoint located on Eisenhower Boulevard at Broward County's Port Everglades. The artwork consists of a vinyl art design applied on an illuminated metal fascia and on security booths, and a ceramic tile treatment to the columns by artist David Dahlquist, was installed in 2016 (Exhibit 1).

Port Everglades is requesting two more artworks for the other two security checkpoint entrances to Port Everglades, one on Eller Drive, and one on Spangler Boulevard.

The proposed artworks (Exhibit 2) will consist of an art design for the two canopies and three art designs for art wraps for 11 booths.

The vinyl design for the canopies will be fabricated and installed on the illuminated metal fascia on the security checkpoint canopies: 89’ long by 3’-6” high on Eller Drive and 29’ long by 3’-6” high on Spangler Boulevard.

The exterior artworks will serve as way-finding device by cruise passengers looking for the entrance to Port Everglades. It will welcome visitors and result in increased visibility of the Eller Drive and Spangler Boulevard entries from US 1. The Cultural Division will retain the services of a vinyl wrap vendor and a metal signage vendor to implement the artworks’ fabrication and installation.

The designs for the vinyl art wraps will be applied to seven booths located at the security checkpoint on Eller Drive and four booths located at the security checkpoint on Spangler Boulevard, at Port Everglades. The Artist’s design will vary for each of the three booth types (guard booth, electrical booth and restroom booth).

Artist Nuria Mora was added to the pre-screened artist roster of 64 artists on January 10, 2018 by the Public Art & Design Committee. The Artist’s selection was approved by the Public Art & Design Committee on February 14, 2018 and by the Broward Cultural Council (BCC) on March 1, 2018. The art design proposals (Exhibit 2) was approved by the BCC on June 7, 2018.
