MOTION TO APPROVE Fourth Amendment to Agreement between Broward County and Sagoma Construction Services, Inc. (Sagoma) for continued administration of the County's Minor Home Repair program in Margate and Weston;  increasing funding under the Agreement in the amount of $418,080 by adding the CDBG Fiscal Year 2016 and Fiscal Year 2017 funds for the Cities of Margate and Weston; extending term of Agreement six months until December 31, 2019; and authorizing the County Administrator to execute the Fourth Amendment to the Agreement in a form approved by the Office of the County Attorney. (Commission Districts 1, 2 and 5)

(Per the Tuesday Morning Memorandum, the motions are revised consistent with the Additional Material distributed by the Office of the County Attorney.)

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "[O]ffering sustainable, compatible, innovative housing options for all income levels, including integrated supporting housing and rapid rehousing" and its corresponding goal to "[S]trengthen stakeholder partnerships to increase the availability of affordable housing of all types (e.g., rental, purchase, supportive, etc.) countywide, in every community."

On December 1, 2015, the Board approved an Agreement (Item No. 25) between Broward County and Sagoma, in the amount of $1,301,000 for a period of one year, providing for administration and funding for the Housing Finance and Community Redevelopment Division's Minor Home Repair and Water and Sewer Connection Programs.

On February 9, 2016, the Board approved Agenda Item No. 21, Motion B, authorizing a $205,948 funding increase using Fiscal Year 2015 State Housing Initiatives Partnership (SHIP) Program funds, and extending the term one year.

On June 7, 2016, the Board approved Agenda Item No. 38 authorizing the County Administrator to enter into a First Amendment to the Agreement, increasing the Agreement by $753,962 from 2016 SHIP Program and 2016 Residential Construction Mitigation Program (RCMP), and extending the term one year.

On May 23, 2017, the Board approved Item No. 28 authorizing the County Administrator to enter into a Second Amendment to the Agreement, providing for a $835,153 increase, funded by 2015 and 2016 SHIP from both the County and the City of Margate, and extending the term one year.

On December 12, 2017, the Board approved Item No. 44, authorizing the County Administrator to enter in the a Third Amendment to the Agreement, increasing funding under the Agreement in the amount of $194,000 for hurricane hardening repairs in the Broward Municipal Services District, by adding Fiscal Year 2018 State Hurricane Loss Mitigation Program (HLMP) funding.

This request to increase funding under the Agreement by $418,080 and extend the existing Agreement for six months will enable the County to continue to provide exterior home repair services to income eligible homeowners in Margate and Weston through Sagoma's services.  The maximum budget per home is $40,000, and 6 Margate homes and five Weston homes are expected to receive services. The scope of work may include, re-roof or roof repair, window and door replacement, installation of smoke and carbon monoxide detectors, water and sewer connections, upgrades to electrical panels, air conditioning system upgrades or  exterior paint. 

To date, Sagoma has completed minor home repairs, exterior paint, water and sewer connections and hurricane hardening services to 105 homes, with 29 homes currently in some stage of construction renovation. Sagoma's pool of general contractors are entirely local, small-sized  construction enterprises, and many are in the process of being recertified with the County's Economic and Small Business Development Office.
