A. MOTION TO APPROVE change in the job creation schedule for Ecolab, Inc. (Project Element). This project was previously approved by the Broward County Board of County Commissioners (Board) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) and the QTI High Impact Sector Bonus Tax Refund Program on February 2, 2016 through Resolution No. 2016-050 (Agenda Item No. 14). (Commission District 8)

ACTION:  (T-10:24 AM)  Approved.

 
VOTE: 7-0.  Commissioners LaMarca and Ryan were not present.

B. MOTION TO AUTHORIZE County Administrator, or designee, to execute all necessary documents reviewed for legal sufficiency by the Office of the County Attorney, to effectuate this change to the job creation schedule for Ecolab, Inc. (Project Element), a project previously recommended for approval by the Broward County Board of County Commissioners (Board) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) and the QTI High Impact Sector Bonus Tax Refund Program on February 2, 2016 through Resolution No. 2016-050 (Agenda Item No. 14).

Why Action is Necessary
A. Board approval of economic business development incentive requests and County participation in economic business development incentive programs is required pursuant to Broward County Administrative Code, Section 19.37.1.

B. Board approval is required to authorize the County Administrator, or designee, to execute any request for change to previously approved economic development incentives.
What Action Accomplishes
A. This action responds to the recent request by the Florida Department of Economic Opportunity (“DEO”) for approval of a change to the job creation schedule for Ecolab, Inc. (Project Element), a project previously approved by the Board as a QTI and the QTI High Impact Sector Bonus Tax Refund Program applicant on February 2, 2016 through Resolution No. 2016-050 (Agenda Item No. 14). There will be no change to the County’s monetary share of QTI local financial support required by Ecolab, Inc. (Project Element).

B. This action authorizes the County Administrator, or designee, to execute all the necessary documents, after being reviewed for legal sufficiency by the Office of the County Attorney, to effectuate this change to the job creation schedule for Ecolab, Inc. (Project Element).

Summary Explanation/Background
THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

The Florida Department of Economic Opportunity (“DEO”) has requested a change to the job creation schedule previously approved for Ecolab, Inc. (Project Element) a project previously approved by the Broward County Board of County Commissioners (Board) as a qualified applicant for participation in the State of Florida Qualified Targeted Industry Tax Refund Program (“QTI”) and the QTI High Impact Sector Bonus Tax Refund Program on February 2, 2016 through Resolution No. 2016-050 (Agenda Item No. 14). The Agreement between DEO and Ecolab, Inc. (Project Element) contains a standard option to extend the job creation schedule by one year. Ecolab, Inc. (Project Element) has expressed its intent to exercise the option. In order for DEO to grant the option to extend the job creation schedule by one year, approval by the Board is required. The Office of Economic and Small Business Development requests that the Board authorize the County Administrator, or designee, to execute all necessary documents, after being reviewed for legal sufficiency by the Office of the County Attorney, to effectuate the requested change to the job creation schedule of Ecolab, Inc. (Project Element). There will be no change to the County’s monetary share of QTI local financial support required by Ecolab, Inc. (Project Element).
