Requested Action
A.  MOTION TO APPROVE Fourth Amendment to the U.S. Environmental Protection Agency (EPA) Cooperative Agreement PM 96495815 (grant) in the amount of $35,274 and authorize the County Administrator to execute administrative and budgetary actions to implement the grant and allocate and implement subsequent partial awards under Agreement PM 96495815, subject to approval as to form by the County Attorney, in a total amount not to exceed $600,000.

B.  MOTION TO ADOPT budget Resolution No. 2018-278 to recognize and appropriate additional revenue within the Ambient Air Monitoring Fund for the Environmental Protection and Growth Management Department in the amount of $35,274 for the purpose of recognizing the grant funds received from U.S. EPA.

ACTION:  (T-10:24 AM)  Approved.

Why Action is Necessary
Section 125.01(1)p, Florida Statutes authorizes the Board to enter into agreements with other governmental agencies. Board action is required for Agreement approval to accept the grant award, and to recognize the award within the Environmental Protection and Growth Management Department, Ambient Air Monitoring Fund (70701).

This action provides funding for ambient air monitoring of Particulate Matter in Broward County.

Summary Explanation/Background
THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL ENGINEERING AND PERMITTING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the Board's Value of "[e]ncouraging investments in renewable energy, sustainable practices and environmental protection" and the associated goal to "[s]eek funding for, implement policies and pursue projects promoting the use of alternative energies and sustainable practices."

Motion A accepts the U.S. EPA Section 103 Grant Amendment for the period of April 1, 2015 through March 31, 2020 (Exhibit 2). 

Motion B accepts as additional revenue the $35,274 awarded under this Grant Amendment (Exhibit 3). This grant does not require a County match.

The Environmental Engineering and Permitting Division includes a federally and state approved local air quality program responsible for protecting and improving air quality in Broward County. The purpose of the U.S. EPA Section 103 grant is to provide funding to operate and maintain the fine particulate matter monitoring network in Broward County. The County Air Quality Program has been supported by the EPA Section 103 grant since 1999. The fine particulate monitoring network consists of four continuous monitors, five manual monitors and one speciation monitor.

The County's standard agreement provisions are not included because the County is a recipient of funds from a federal agency under this agreement. However, this agreement was approved as to form by the Office of the County Attorney.
