THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
This item supports the Board of County Commissioners' Value of cooperatively delivering an efficient and accessible regional intermodal transportation network; and Goal to support the development, design and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers, and businesses.
On October 13, 2015 (Item No. 19), the Board of County Commissioners approved the sole source, sole brand standardization of Global Traffic Technologies, LLC (GTT) for Optimum traffic signal preemption equipment and awarded an open-end contract to GTT in the two-year estimated amount of $852,664 with three additional one-year renewal periods, for a five-year estimated, not-to-exceed amount of $2,131,660. Broward County utilizes the GTT Opticom GPS Priority Control System equipment to preempt traffic signals from normal operations for emergency vehicles responding to life-safety issues, as well as transit signal priority functions for bus schedule programming. The preemption equipment is deployed at over 630 intersections throughout Broward County.
The proposed Amendment adds the GTT-patented Central Management Software to the agreement. The Central Management Software allows increased access and monitoring of GTT Opticom field devices, enabling Traffic Engineering Division staff to monitor traffic activity, retrieve activity logs, diagnose maintenance issues, upgrade firmware, and troubleshoot equipment remotely, rather than in the field. The ability to access and maintain the preemption equipment remotely is anticipated to significantly reduce the number of troubleshooting calls requiring dispatch of technicians to the field. The GTT Central Management Software license provides for management of up to 1,000 intersections, which will serve the County's current and future needs.
The proposed Motion A will approve the sole source, sole brand designation of GTT for the Opticom Central Management software. The proposed Motion B will amend the existing Agreement and provide for a new term of five years commencing upon the execution of the First Amendment with five optional one-year renewal periods for a total of ten years, add GTT Central Management Software license and software support services, and provide for a new total not-to-exceed maximum for the potential ten-year term of $10,805,000.
This Amendment was developed in close coordination with the Enterprise Technology Services Division to ensure compliance with Administrative Code Section 22.148, Broward County's established Computer Software Policy.
Sunshine Meetings were held on 9/29/2017, 10/11/2017, 10/24/2017, 2/7/2018, 2/9/2018 and 2/14/2018. The meetings were attended by representatives of Global Traffic Technologies, LLC, Office of the County Attorney, Purchasing Division, Enterprise Technology Division and Traffic Engineering Division.
