B. MOTION TO AUTHORIZE Director of Purchasing to award resulting fixed contract for LED Floodlight Fixtures, Bid No. TRN2116589B1, in the estimated amount of $622,618, for the Port Everglades Department.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.34, a sole source/brand procurement above the award authority of the Director of Purchasing must be approved and awarded by the Board.

B. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000.
What Action Accomplishes
A. Approves the sole brand designation of Phoenix Products Company Inc. (Phoenix) LED floodlight fixtures for an upcoming solicitation.

B.  Authorizes the Director of Purchasing to award resultant contract for the purchase of LED floodlight fixtures to be used in a lighting upgrade on eight ship-to-shore container cranes at the Port Everglades Department.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The Office of Economic and Small Business Development (OESBD) designated this project as a reserved project for County Business Enterprise (CBE) firms (Exhibit 2).

The purpose of the contract is to procure Phoenix LED floodlights, which will be used to replace the existing metal halide floodlights on eight ship-to-shore container cranes at the Southport and Midport locations of Port Everglades. Over the past several years, the Port Everglades Department has purchased and installed Phoenix LED lighting fixtures and has experienced zero failures. Through a contract to replace the remaining metal halide floodlight fixtures with LED floodlights, it is expected the full-scale replacement will result in optimum crane availability owing to the LED fixtures demonstrating reduced maintenance requirements. Also beneficial upon installation of the LED technology is an anticipated 75% reduction in lighting energy costs. Based on the preceding information, the Port Everglades Department is requesting approval to reference the sole brand, Phoenix, in the procurement of LED floodlights. The Director of Purchasing recommends approval of this sole brand designation (Exhibit 1).
