Requested Action
A. MOTION TO AUTHORIZE Director of Purchasing to award resulting fixed contract for Terminal 4 Federal Inspection Services Facility Expansion, Bid No. PNC2116805C1, to a bidder to be determined for the Broward County Aviation Department, in the estimated amount of $41,000,000, which includes a permit allowance in the amount of $1,000,000, to be substantially completed in 390 calendar days from Project Initiation Date listed in the Second Notice to Proceed, contingent upon receipt and approval of insurance and performance and payment guaranties, and authorize the Director of Purchasing to execute the resultant agreement.  The bid was advertised on May 16, 2018 with a bid submission deadline of June 22, 2018. In order to meet the construction schedule, the Broward County Aviation Department (BCAD) requests that this project be awarded during the summer recess.

ACTION:  (T-10:26 AM)  Approved.

B. MOTION TO WAIVE Broward County Procurement Code, Section 21.73.c., in part, and modify the application of the change order allowance specifically for South Runway Expansion construction contracts as part of the Airport Expansion Program, to provide for an increase in the change order allowance from 5% to 25% of the original contract value and authorize the Director of Aviation Department to approve individual change orders up to the value of $500,000.

ACTION:  (T-10:26 AM)  Approved.

Why Action is Necessary
A. In accordance with the Broward County Procurement Code, Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000.

B. Provides flexibility to the Director of Aviation Department to timely resolve unexpected issues that may arise during the construction, for change orders up to the value of $500,000.

Provides for construction of the Terminal 4 Federal Inspection Services (FIS) Facility Expansion at the Fort Lauderdale-Hollywood International Airport. This project includes the expansion and renovation of the FIS Facility in a phased approach to include increased Customs and Border Protection functionality and new baggage handling system equipment to accommodate growing international passenger demand.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND THE APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value for "Ensuring economic opportunities for all people and businesses in Broward County," its Goal to "Increase the economic strength and impact of revenue-generating County enterprises balancing economic, environmental, and community needs" and its Objective to increase passenger facilities in Terminal at the Fort Lauderdale-Hollywood International Airport.

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 23% for this contract (Exhibit 1).

Scope of this solicitation includes the construction of the Terminal 4 Federal Inspection Services (FIS) Facility at the Fort Lauderdale-Hollywood International Airport. This project includes the expansion and renovation of the FIS Facility in a phased approach to include increased Customs and Border Protection functionality and new baggage handling system equipment to accommodate growing international passenger demand.

Bid No. PNC2116805C1 was advertised on May 16, 2018 with a bid submission deadline of June 22, 2018. In order to meet the construction schedule, the Broward County Aviation Department (BCAD) requests that this project is awarded during the summer recess. The Purchase Order and First Notice to Proceed must be issued to the awarded contractor no later than July 16, 2018, with construction commencing August 2018. This allows BCAD to coordinate the completion of Milestone No. 1 of the Terminal 4 FIS Facility Expansion with the opening of twelve international gates by the Eastern Building Expansion project in April 2019. The opening of the central gates by the Eastern Building Expansion project provides connectivity of twelve international gates to the Terminal 4 FIS Facility. The current Terminal 4 FIS Facility cannot accommodate the traffic of twelve international gates. It is critical that the first phases/milestones of the Terminal 4 FIS Facility Expansion be completed ahead of, or in coordination with, the Eastern Building Expansion project so that operations are not impacted. The coordinated opening will allow for passengers to utilize all twelve international gates and pass-through a larger FIS facility capable of handling the higher volume of passengers.
