THE HUMAN SERVICES DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value of "Approaching human services collaboratively and compassionately with special emphasis on the most vulnerable," and Goals to "Deliver evidence-based services to the public, and connect customers and their family members, to sustainable support, with special emphasis on financial supports," as well as "Collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially housing for persons experiencing, or at risk of, homelessness." The Homeless Management Information System allows for the continued provision of valid and timely homeless data to HUD as well as better serve the homeless population in Broward County.
On January 15, 2013, the Board approved Bowman (Item No. 17) as a one reasonable source designation for the Service Point Homeless Management Information System (HMIS) application, utilizing the negotiated pricing, in addition to some specified terms and conditions within the Miami-Dade County Contract No EPP-RFP-No. 603 to procure access to this application, server access, and training. The item also authorized the Director of Purchasing to negotiate the scope of work.
On May 7, 2013, the Board approved the Agreement between Broward County and Bowman (Item No. 37). The motion authorized the Director of Purchasing to renew the Agreement for four one-year periods as "renewed by Miami Dade County" (Exhibit 4). The Director of Purchasing executed previous renewal options for the 2014/2015 and 2015/2016 periods.
On May 3, 2016, the Board approved the Director of Purchasing to renew the Agreement between Broward County and Bowman for the two remaining one-year periods, independent of the Miami-Dade County Agreement, which were effectively exercised to extend the Agreement through May 6, 2018.
A Sunshine meeting took place on May 7, 2018, at 11:30 a.m., to negotiate the terms of the renewal agreement. The Office of the County Attorney, the Risk Management Division, the Enterprise Technology Services Division, as well as the Office of Evaluation and Planning staff were in attendance.
The approval of this item would authorize the Director of Purchasing to execute an amendment, extending the Agreement for an additional five one-year renewal periods, and approve the price schedules for each, and subject to an annual, not-to-exceed amount of $85,000 per year for the first two one-year renewals, and $125,000 per year for the final three one-year renewals. This amendment was reviewed and approved as to form by the Office of County Attorney and the Risk Management Division. |
