Requested Action
A. MOTION TO AUTHORIZE County Administrator to accept a grant award in the amount of $35,000 from the Community Foundation of Broward, Inc., a not-for-profit Florida Corporation (Foundation), to assist in funding seven grantees for the period May 1, 2018 through April 30, 2019; authorizing the County Administrator to approve and execute the Foundation's standard grant contract form and subsequent amendments with no required County match, subject to approval of the same by the Office of the County Attorney; authorizing the County Administrator to take all administrative and budgetary actions required to implement acceptance (100% Foundation funds with no County cash or other match). (Commission District 7)

B. MOTION TO APPROVE use of $35,000 grant award from the Foundation to award seven grantees selected and approved by the Foundation to receive the awards. (Commission District 7)

C. MOTION TO APPROVE special one-time grant award to the seven grantees selected and approved by the Foundation for Fiscal Year 2018 and approve the use of previously approved contract form substantially in the form approved under Resolution No. 2017-431 with any necessary modifications determined necessary by the Office of the County Attorney; authorizing the County Administrator to approve and execute the seven agreements and any amendments which do not increase the overall total grant funding of $35,000 from the Foundation, subject to prior approval of same by the Office of the County Attorney; and authorizing the County Administrator to take all administrative and budgetary actions to implement the agreements. (Commission District 7)

D. MOTION TO ADOPT budget Resolution No. 2018-261 within the Community Foundation Grant Fund to appropriate revenue in the amount of $35,000 to provide grant funding to seven grantees; and authorize the County Administrator to take any necessary administrative and budgetary actions the implement the grant. (Commission District 7)

Why Action is Necessary
A. Pursuant to Chapter 20, Part V, Section 20.31.b.3 of the Broward County Administrative Code, acceptance of a grant under a grant agreement require Board's approval.

B. Allows the Board’s approval to sub-grant the award received from the Foundation.

C. Authorizes the County Administrator to approve and execute the grant agreements with the seven grantees.

D. Pursuant to Chapter 20, Part II, Section 20.16 of the Broward County Administrative Code, budget resolutions require Board adoption.

Summary Explanation/Background
CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

This item supports the Board's value of "Cultivating community culture, arts, recreation and life-long learning" and goals relating to providing diverse artistic, cultural, educational and historical amenities and programs that contribute to a vibrant, multi-cultural and economically-viable community.

The $35,000 grant award from Community Foundation of Broward, Inc., a not-for-profit Florida corporation (Foundation) will be used to assist funding specific projects to enhance local artists programs that provide dynamic and engaging art form, which include performances, spoken word, hip-hop, filmmaking, theater, interactive arts, printmaking, culinary and visual art exhibits. The seven specific projects selected and approved by the Foundation, as listed below, will be done by individuals who are also recipients of the Cultural Division’s Creative Investment Program (CIP) and Community Arts Education Partnerships Program (CAEP):
  1. The Happening: A Theatrical Mixtape produced by Darius V. Daughtry - a performance opportunity for new and emerging performers to use traditional theatrical formats with a unique blend of modern performance elements such as spoken word and hip-hop on a main stage. (Artist resides in Commission District 9 and venue will be in held in Commission District 7.)
  2. 48 Hour Film Project hosted by Cathleen Dean - expected to take film-making to a new level with engagement of “under the radar” film artists. Local filmmakers will create their own short films and the finalists’ films will be shown during the screening event. (Artist resides in Commission District 6 and venue will be in Commission District 9.)
  3. Fågelbo produced by Jenny Larsson in collaboration with the Wildbeast Collective - a dance concept that pairs artists from diverse disciplines and provides an outlet to create experimental works of art through dance. (Artist resides in Commission District 6 and venue will be Commission District 7.)
  4. What’s Your Elephant hosted by Nichole (“Niki”) Lopez - a safe space for people to use the arts to have dialogue through interactive visuals and performing arts through workshops and art exhibits to provoke awareness and facilitate discussion through unveiling topics that people do not address or are hesitant to bring up (that is, the elephant in the room). (Artist resides in Commission District 7 and venue will be in Commission Districts 7.)
  5. Small Press Fair produced by Ingrid Schindall  bringing together local and regional artists, printers, authors and poets to share ideas and showcase their work. (Artist resides in Commission District 7 and venue will be in Commission District 7.)
  6. Caribbean Culinary Museum and Culinary Theater presented by Calibe Thompson - bringing flavors of the Islands to the Fort Lauderdale Historical Society in June 2018 during the first weekend of the Caribbean American Heritage Month. (Artist resides in Commission District 7 and venue will be in Commission District 7.)
  7. Sailboat Bend Art Festival produced by Joshua Tiktin - a biannual event that brings out more than 450 residents to enjoy 35+ performances, view artwork and listen to live music, poets, comedians and disc jockeys. (Artist resides in Commission District 7 and venue will be in Commission District 7.)
The Cultural Division will be using the cultural standard grant form agreement, substantially in the form approved by the Board on September 14, 2017 (Item No. 38), with the seven selected and approved grantees with any necessary modifications approved by the County Attorney's Office.

The grant award has been reviewed by the Office of the Management and Budget and submitted to the Grants Administration. The Foundation requires the County to use the Foundation's standard grant agreement. The Grant Agreement will be reviewed and approved by the Risk Management Division and by the Office of the County Attorney, prior to approval and execution by the County Administrator.

Fiscal Impact/Cost Summary:
No additional fiscal impact. The County will receive unanticipated revenue from the Foundation, in the amount of $35,000 for the purpose of providing sub-grants to seven artists. The seven grants will be 100% funded by the Foundation. No County cash or other match is required.
